As of July 31, the total outstanding debt of policy credit programs in the province was over VND9,411 billion with 197,783 customers with outstanding debt, an increase of over VND1,005 billion (equivalent to an increase of 11.97%) compared to the beginning of the year, completing 97.42% of the assigned plan. In the first 7 months of the year, social policy credit capital was disbursed to 42,984 households with loans of over VND2,374 billion. Social policy credit activities have made an important contribution to the implementation of national target programs on sustainable poverty reduction, new rural construction and socio -economic development in ethnic minority and mountainous areas in the province. As of July 31, overdue debt was VND22.71 billion (accounting for 0.24% of total outstanding debt), an increase of over VND6.3 billion compared to the beginning of the year. The capital entrusted to the locality increased by more than 484.7 billion VND compared to the beginning of the year. The Party Committees and authorities of communes and wards have paid attention, created favorable conditions and directed the associations and organizations receiving the trust to coordinate with the VBSP in receiving and managing credit capital and ensuring that transaction activities are maintained continuously and safely.

Speaking at the meeting, Comrade Nguyen Long Bien requested the Board of Directors to consolidate and perfect its members; continue to advise on the effective implementation of Directive No. 39, dated October 30, 2024 of the Secretariat on improving the effectiveness of social policy credit in the new period; carry out inspection and supervision activities according to the set plan. Provincial-level associations and unions should step up propaganda and dissemination of the Party, State and Government 's policies on social policy credit to all classes of people, especially the poor and other policy beneficiaries; direct commune-level associations and unions to well implement the contents of the entrusted contracts signed; continue to consolidate and merge savings and loan groups, consolidate and improve the quality of credit and the activities of the groups, and promote the implementation of solutions to recover overdue debts.

He requested the provincial People's Credit Fund to have a plan to increase the growth of local entrusted capital in the period of 2026 - 2030 to reach at least 20% of the total capital growth and need to have a roadmap for increasing each year; coordinate with the Department of Finance, People's Committees of communes and wards to review the demand for public investment capital in 2026, the period of 2026 - 2028 to lend to national target programs, especially to meet people's needs; continue to coordinate with local Party committees, authorities, and socio-political organizations receiving entrustment to synchronously implement solutions to maintain and improve the quality of entrustment activities, savings and loan group activities; review and re-evaluate transaction points located outside the premises of the People's Committee at the commune level in terms of safety, facilities, and working conditions; thereby, recommending local authorities to continue to review and arrange suitable transaction locations to ensure safety...
