According to the report of the Department of Construction, from 2016 to present, the department has regularly reviewed and updated current legal regulations; advised the City People's Committee to issue directive documents on the work of establishing and adjusting detailed construction planning in the city in accordance with the socio -economic development situation, policies of the City Party Committee and People's Council in accordance with the provisions of law. The City People's Committee assigned the People's Committees of districts to organize periodic planning reviews at least every 3 years, corresponding to the development stages of the city, or in cases where there are changes in legal regulations on planning. From 2016 to 2022, the city has conducted 2 planning reviews. The results of statistics on the number of approved detailed construction planning projects, the number of projects that need to be adjusted, the number of projects that are behind schedule, and plans, progress and solutions for planning projects that are behind schedule in specific stages.
According to the results of the planning review for the 2019-2020 period, the city has about 1,055 planning projects and 29 planning boundary diagrams, of which about 1,028 projects have been and are being implemented, and 27 projects and 29 boundary diagrams have been unanimously canceled. The cancellation of the projects and boundary diagrams has been basically completed. In the 2022-2023 period, the review proposed to cancel 15 boundary diagrams. Regarding projects, 164 projects have been reviewed, of which 97 projects are being implemented, 67 projects have not been implemented, 31 projects have been proposed to continue implementing, 19 projects have been proposed to adjust the planning, and 17 projects have been proposed to cancel the planning.
For projects under its authority, the City People's Committee has issued a policy to unify the review results. For projects under the authority of the People's Committees of districts, the Department of Construction has provided opinions for the People's Committees of districts to consider and decide. The report said that in the period of 2022-2023, there were 76 planning projects in districts that were slow to be implemented. Through the reviews, the number of suspended plans that need to be canceled at each review has gradually decreased. The City People's Committee has issued policies, according to which the rights of people in suspended planning areas are basically guaranteed. In addition, some detailed planning projects have not yet met the requirements on planning indicators, dossier components, and implementation resource needs, etc.
According to the Standing Vice Chairman, in charge of the City People's Council, Tran Phuoc Son, supervision must clarify the problem, clarify the cause, limitations, clarify the responsibility and which agency or unit is responsible to come up with effective solutions. In reality, the process of implementing planning projects, the quality of planning, and projects still have overlapping and many adjustments. Therefore, the review must also pay close attention, ensuring the process and quality. That is the highest purpose of supervision. The Standing Vice Chairman, in charge of the City People's Council, said that he accepted all the opinions of the delegates attending the meeting and requested the Department of Construction to synthesize and complete the report; the Urban Committee coordinates with the Office of the National Assembly Delegation - City People's Council to synthesize and supplement the opinions of the delegates attending the meeting to have a document sent to the City People's Committee to supplement and update more information on planning work. In the coming time, the supervision team will have a plan to work with relevant localities and units.
