Deputy Prime Minister Tran Hong Ha directly transported relief goods in Dien Bien

This morning, Regiment 916, Division 371 deployed the Mi-171 flight crew to conduct a rescue flight to flood victims isolated in Dien Bien province. The flight crew took off from Gia Lam airport carrying 2 tons of relief goods including dry food, instant noodles, and medicine.

According to a quick report from Dien Bien province, as of the morning of August 2, the natural disaster has killed 8 people, left 2 missing, and injured 7. Nearly 290 households were affected, many of which houses collapsed, were buried, and were deeply flooded. The transportation system was severely disrupted. Many commune headquarters and schools were damaged and heavily flooded.

When the helicopter landed at Na Son commune stadium (former Dien Bien Dong district stadium), Deputy Prime Minister Tran Hong Ha, along with officers, soldiers and people of Dien Bien province, participated in transporting the cargo boxes to the assembly point.

After transporting relief goods, the Deputy Prime Minister and his delegation arrived at Hang Pu Xi village, Xa Dung commune to inspect and direct rescue work.

The Deputy Prime Minister shared the loss with families of those who died, went missing, were injured, or had their homes and property damaged.

Village chief Hang Pu Xi said that at around 3am on August 1, due to heavy rain, rocks and soil suddenly slid down, carrying mud and rocks, collapsing many houses.

That night, local forces organized an emergency evacuation, forcing some residents who refused to leave their homes to move. Some households were moved to safe areas. However, rescue work encountered many difficulties due to prolonged heavy rain, slippery roads, and many sections being cut off.

In the entire village, 17 houses were completely swept away, some others only had their frames left. A total of 80 people were directly affected. Two children, 11 and 13 years old, were buried under the mud and have not been found.

The Deputy Prime Minister and the working delegation presented gifts to households with people who died, were missing, injured, had their houses collapsed, or had their properties swept away... in Hang Pu Xi village, and at the same time acknowledged the spirit of overcoming difficulties and solidarity of the local people.

The Deputy Prime Minister requested the province to concentrate maximum forces and means to clear the isolated areas on August 2, quickly ensuring traffic, electricity, water, food and temporary accommodation for people.

At the meeting yesterday afternoon, Deputy Prime Minister Tran Hong Ha requested the Ministry of National Defense , Dien Bien province and functional forces to mobilize maximum means and human resources on-site and mobile to search for missing people, rescue the injured, evacuate people from dangerous areas, and ensure people's safety.

The search must be carried out as soon as possible, without wasting time and reducing the chance of rescue; it is necessary to urgently assess the survival ability of missing victims; rescue work must be closely organized, with direct command at the scene, absolutely no formality.

For injured people, it is necessary to clearly determine the condition, location, and extent of the injury. In critical cases, emergency treatment is required, including the mobilization of a medical helicopter if necessary.

On August 1, the combat force of Military Region 2 received a report that 8 people in Anh Trung village, Muong Hung commune were completely isolated in the flood area. The Department of Rescue and Relief (General Staff of the Vietnam People's Army) coordinated with the Air Defense - Air Force Service and the 18th Army Corps to urgently deploy a plan to use rescue helicopters. Helicopter number VN-8624 was ordered to take off at 3:54 p.m. to fly to the isolated village area.

At around 5:30 p.m., all eight people were approached by the flight crew and brought to safety, ending the rescue operation in complex weather conditions and difficult terrain.
