Accordingly, Party committees and commanders of agencies and units have thoroughly understood and seriously implemented the directives and instructions from higher levels regarding responding to and overcoming the consequences of Typhoon No. 3 and the subsequent flooding. They have organized inspections and urged the timely and decisive implementation of the "four on-the-spot" principle; leveraged the strength of the entire political system, the ability to accurately forecast and assess the situation; and proactively and effectively relocated people from areas at risk of landslides, contributing to minimizing damage to people and property.

The medical corps of the Nghe An Provincial Military Command, in coordination with local health authorities , provided free medical examinations and medication to the people in Muong Xen commune.

Agencies and units, especially Military Regions 3 and 4 and units of the Ministry stationed in the area, regularly monitor the situation and developments of the storm, proactively deploy response measures to minimize damage caused by the storm; coordinate with local Party committees and authorities to focus on reviewing areas at high risk of landslides and flooding, control the movement of ships in and out of river and sea estuaries; and assist people in reinforcing houses and relocating from dangerous areas...

Officers and soldiers of the units were thoroughly briefed and educated to build high determination and carry out all preparations for responding to the storm; maintaining a ready-to-mobilize force, especially the field exercise force carrying out civilian outreach work, which was recognized and highly appreciated by local Party committees, authorities, and the people. The units did a good job in civilian outreach, policy, information, and propaganda. The People's Army Newspaper and the Army Radio and Television Center promptly reported on the activities of the Army units preparing forces and means to participate in responding to Typhoon No. 3; search and rescue operations at sea, and assisting the people in responding to and overcoming the consequences of floods caused by heavy rain.
