The survey team included Major General Nguyen Van Xuan, Deputy Commander of Military Region 2; representatives from the Ministry of Justice , the Ministry of Finance, and representatives from several agencies and units under the General Department of Logistics and Technical Services.

At Regiment 98, surveys show that, in the past period, the unit's Party committee and commanders have fully disseminated the content of Decree 76 and guiding documents to 100% of officers and soldiers; strictly maintained the inspection and supervision regime, contributing to bringing logistics work into order, significantly improving the effectiveness of ensuring the soldiers' living conditions and the quality of combat readiness training.

The unit has developed a plan for implementing Decree No. 76 in stages, in accordance with its mission and the characteristics of its garrison area; organized the stockpiling and ensured the full supply of military supplies for combat readiness for all eligible personnel as prescribed; ensured 100% utilization of local food supplies; and managed and spent the budget and revenue sources in accordance with procedures, principles, and with transparency.

Production increase efforts have been implemented effectively; the receiving, sourcing, and distribution of food, fuel, and essential goods have been carried out according to established norms, at reasonable prices, and with economical and efficient use.

Receive and distribute military equipment to all eligible personnel according to current standards; strictly maintain the inventory and inspection procedures for military equipment; ensure adequate electricity, water, barracks, and housing for soldiers; fully implement the stockpiling, management, and distribution of medicines and medical supplies; and strictly implement the periodic health check-up regime for 100% of military personnel.

A survey at Nghia Thuan Border Guard Station showed that the unit had effectively implemented Decree No. 76, ensuring that the standards and quantities of food allowances for eligible individuals were correct and sufficient, with food prices 15-20% cheaper than market rates.

Effectively managing and utilizing catering equipment and supplies; promptly receiving and distributing military uniforms to eligible personnel in the correct type and year; and effectively providing healthcare for soldiers, with a health rate of 98.5%.

The unit's barracks have a clear, rational, and standardized layout and zoning; the management and use of barracks funds and assets, as well as electricity and water, are safe and economical.

However, the practical implementation of Decree No. 76 in ensuring material and logistical standards for specific personnel of the two units has encountered difficulties and inadequacies, and is no longer suitable, such as: the need for military equipment, medical supplies, electricity and water standards, housing area, etc.

During the survey, Major General Nguyen Trong Thien and the working group noted the recommendations and proposals regarding ensuring material and logistical standards at the two units, especially the difficulties and obstacles encountered during implementation.

Major General Nguyen Trong Thien emphasized that the survey results serve as a basis for the General Department of Logistics and Technical Services to advise and propose to the Ministry of National Defense to coordinate with relevant ministries, agencies, and functional bodies to develop a Decree to replace Decree No. 76, in order to promptly ensure the standards and norms of logistical supplies for active-duty soldiers and beneficiaries in a more appropriate, accurate, and specific manner, meeting the requirements and tasks, and fulfilling the requirements of building a revolutionary, regular, elite, and modern Vietnamese People's Army.
