99% of voters agree on the establishment of Gia Lam district.

At its 12th session (special session) held on August 29th, the Gia Lam District People's Council reviewed the results of the voter consultation on the establishment of Gia Lam District and its wards. The district People's Council delegates voted in favor of the establishment of the district and its wards.

According to Truong Van Hoc, Vice Chairman of the Gia Lam District People's Committee, after soliciting opinions from voters on August 27th, 196,203 out of 198,013 voters agreed to the establishment of Gia Lam District, reaching 99%; 195,835 out of 198,013 voters agreed to the establishment of wards within Gia Lam District; and 99.07% of voters agreed to the adjustment of administrative boundaries in four units: Duong Xa, Da Ton, Kieu Ky, and Trau Quy town.

Presenting the proposal for the establishment of the district, the Vice Chairman of the Gia Lam District People's Committee stated that the establishment of Gia Lam district and its wards has met all the required conditions.

This will provide a legal basis for establishing a suitable model of government organization, creating a foundation for Gia Lam to successfully fulfill its tasks in state administrative management, contributing to promoting socio -economic development, ensuring national defense and security; maximizing socio-economic advantages and infrastructure, improving the welfare and enjoyment of the people; further strengthening Gia Lam's defense posture, ensuring security, order and social safety in the future, and guaranteeing the stable, sustainable long-term development of the city.

The socio-economic infrastructure system will continue to receive comprehensive investment, especially urban infrastructure, transportation, healthcare, education , and cultural institutions. This will enable people to access and enjoy cultural, educational, and healthcare services more easily and with better quality.

Regarding standards, Gia Lam has met 5 out of 5 standards/groups of standards for establishing a district, and 31 out of 31 criteria, as stipulated in Resolution No. 1211/2016/UBTVQH13 of the Standing Committee of the National Assembly on the standards of administrative units and classification of administrative units, amended by Resolution No. 27/2022/UBTVQH15; the areas planned for the establishment of wards have met 4 out of 4 standards/groups of standards for establishing wards within the district as prescribed.

Gia Lam District was established based on the existing 116.64 km2 of natural area and a population of 309,353 people of the district; from 22 administrative units at the commune and town level, the administrative boundaries of 4 units were adjusted, and 12 communes and towns were merged to form 16 administrative units at the ward level within Gia Lam District.

Hanoi aims to have 3-5 districts upgraded to urban districts during the 2021-2025 period, prioritizing resources and completing the criteria for upgrading Dong Anh and Gia Lam districts to urban districts by 2023.
At its 12th session, the Hanoi People's Council approved the plan to establish Dong Anh district and its wards. The plan to establish Gia Lam district is expected to be considered and approved by the Hanoi People's Council at its September session.
According to the plan, in the fourth quarter, Hanoi will submit to the central government a proposal to upgrade both Dong Anh and Gia Lam districts to urban districts.
