According to information from the Ministry of Science and Technology (MOST), on August 26, Deputy Minister Pham Duc Long had a meeting and worked with a delegation of Amazon Group led by Mr. Gonzalo de Dios, Director of Global Licensing and International Legal Relations of the Kuiper Project.

The discussion focused on the Kuiper project, an initiative to provide broadband Internet services via low-Earth orbit (LEO) satellites, aiming to support the digital transformation process and expand digital connectivity in Vietnam. During the meeting, Mr. Gonzalo de Dios emphasized the importance of Vietnam in Amazon's development strategy.

Regarding Project Kuiper, Amazon said that this is a key project to deploy a network of more than 3,200 LEO satellites. This service provides high-speed Internet transmission (up to 400 Mbps for individuals and 1 Gbps for businesses), low latency, especially serving hard-to-reach areas such as remote areas or islands.

Currently, Amazon has successfully launched 102 satellites and aims to complete at least 50% of the system by 2026. This is a solution that uses Ka band, comes with compact terminals, is easy to install and integrates security features from AWS.

According to the Ministry of Science and Technology, Amazon has established Amazon Kuiper Vietnam Co., Ltd. in Ho Chi Minh City. The Ministry also informed that on August 6, the multinational corporation submitted an application to participate in the pilot program to provide LEO satellite telecommunications services under Resolution 193/2025/QH15.

The plan aims to serve about 600,000 subscribers, focusing on the connectivity needs of consumers, businesses, telecommunications backhaul networks, the aviation - maritime sector as well as government services. The project is assessed to be in line with the National Strategy on the 4.0 Industrial Revolution, the Telecommunications Law and the goal of nationwide internet coverage by 2030.

Deputy Minister Pham Duc Long acknowledged the progress of the Kuiper project in recent times. He also thanked Amazon for its trust and commitment to invest in Vietnam, especially in the production of terminal equipment.

The Deputy Minister emphasized that the Party and State always attach importance to the development of digital infrastructure. In particular, LEO satellite technology plays an important role in ensuring broadband, high-speed and universal connectivity, serving socio-economic development.

According to Resolution 57/NQ-TW and the Law on Telecommunications, the deployment of a low-orbit satellite network is not only in line with the development orientation but also a solution to promote people's access to digital space and more convenient use of digital services. The most practical thing is in the context that Vietnam has just completed the merger of provincial-level administrative units.

Through the instructions, Deputy Minister Pham Duc Long assigned the Department of Telecommunications and the Department of Radio Frequency to quickly coordinate and organize working sessions at the technical level with representatives of the Kuiper Project, to discuss and support the removal of obstacles and complete the dossier. The goal is that in September, the Ministry of Science and Technology will complete and submit the pilot dossier to the Prime Minister.
