UK tests AI chatbot for people to pay taxes, receive pensions

OpenAI provides the technology behind a service called Gov.uk Chat. The chatbot is being tested with businesses in the UK. If successful, it will be rolled out to the public, helping people look up public services, get information about student loans, legal issues, and more.

Artificial intelligence (AI) has great potential to improve public services, speed up paperwork and clear backlogs, according to Mr. Rishi Sunak.

The chatbot will be trained on the gov.uk website, which hosts millions of pages on everything from tax to housing to immigration. No personal data from citizens will be used for training, and no private information will be entered by users.

News of the chatbot comes days before Mr Sunak hosts an AI safety summit, where he hopes to reach a global agreement on developing safe AI amid concerns it could be used to create bioweapons or spread disinformation.

This week, technology ministers and a host of world leaders will meet at Bletchley Park alongside businesses and researchers for a two-day event.

In a speech last week, the British Prime Minister said AI would “bring about as profound a transformation as the industrial revolution, electricity or the internet”, citing technology that is currently being used to speed up paperwork and prevent welfare fraud.

A notice on Gov.uk Chat describes it as a “natural language interface” that provides natural responses to questions about public services. It is designed to help users find information on gov.uk, similar to a search function. Officials have removed pages containing personal data from the “mountain” of information used to train the chatbot.

Ministers previously considered a “BritGPT” chatbot to reduce the risk of reliance on US technology. But more recently, resources and attention have been focused on AI safety. Cabinet Office Minister Alex Burghart said the UK was taking a leading role in ensuring AI was used safely, including establishing the world’s first AI Safety Institute.
