The latest storm and low pressure information on the morning of August 27 from the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said that at 2:00 a.m. the same day, a low pressure area formed in the East Sea at 8:00 a.m. This new low pressure area is currently within the Philippine forecast area (PAR), about 190km from Dagupan, Pangasinan, Philippines.
Philippine storm forecasters say the low pressure in the East Sea at 8am has a medium chance of strengthening into a storm or tropical depression within the next 24 hours.
Meanwhile, the South China Sea Low Pressure Area 08f is still being monitored east of the Philippines, within the PAR forecast area. Low Pressure Area 08f is currently offshore Jomalig, Quezon and is unlikely to develop into a tropical depression within the next 24 hours.
According to PAGASA weather forecasters, the low pressure near the South China Sea coupled with the southwest monsoon is expected to bring widespread rains across the Philippines. The areas that will be most affected are Luzon, Visayas and Mindanao.
PAGASA indicated that Metro Manila, Ilocos Region, Cordillera Region, Cagayan Valley, Central Luzon, Calabarzon, Camarines Norte and Camarines Sur will experience cloudy skies, scattered rains and thunderstorms due to low pressure near the South China Sea.
The southwest monsoon also brings scattered rains and thunderstorms over Visayas, Mimaropa, Zamboanga Peninsula, Northern Mindanao, Bangsamoro Autonomous Region in Muslim Mindanao, Soccsksargen and the rest of the Bicol region. The rest of Mindanao may experience cloudy skies, scattered showers or thunderstorms.
Heavy rains are expected to occur in Palawan, Occidental Mindoro, Oriental Mindoro, Antique and Negros Occidental from the afternoon of August 27 to the afternoon of August 28.
Rainfall may be heavier in mountainous and highland areas, with worse impacts possible in provinces that have experienced heavy rains in recent days, PAGASA noted.
PAGASA advises residents and local disaster risk reduction agencies to take preventive measures against floods and landslides.

Due to the bad weather forecast, the Civil Aviation Authority of the Philippines recorded some domestic flights being canceled for safety reasons. Court operations in some areas were also affected.
The forecast of strong winds, high waves and thunderstorms at sea issued by the Vietnam National Center for Hydro-Meteorological Forecasting at 4:00 a.m. on August 27, the tropical convergence zone has an axis through the northern East Sea connecting with the low pressure area in the east of the Philippines, at 1:00 a.m. it is located at about 15.5-16.5 degrees North latitude and 119.5-120.5 degrees East longitude. Forecast, day and night of August 27: The sea area from Lam Dong to Ho Chi Minh City, the central East Sea area, the northern sea area of the southern East Sea area (including the sea area north of Truong Sa archipelago) has southwest wind level 6, gusting level 7-8; rough sea. Wave height: 2.0-3.5m, southwest direction.
Other sea areas include the Gulf of Tonkin, the sea area from South Quang Tri to Ca Mau, Ca Mau to Kien Giang , the Gulf of Thailand, the northern, central and southern areas of the East Sea (including the Hoang Sa and Truong Sa archipelagos) with scattered showers and thunderstorms. During thunderstorms, there is a possibility of tornadoes, strong gusts of wind of level 6-7 and waves over 2.0m high.
The National Center for Hydro-Meteorological Forecasting noted that all vessels operating in the above areas are at high risk of being affected by tornadoes, strong winds and large waves.
