Overcoming difficulties

These days, the atmosphere at the construction site of the Dong Viet Bridge access road project connecting to National Highway 37 (Chi Linh) is very busy. 80 engineers and workers and 60 pieces of machinery and equipment have been mobilized, divided into 7 construction teams to carry out leveling, excavation, and embankment work.

The investment project to build the access road to Dong Viet Bridge, connecting to National Highway 37 (Chi Linh), has a total cost of over 469.8 billion VND. The road is nearly 5.3 km long, passing through Hung Dao and Le Loi communes and Cong Hoa ward. The starting point is at km 8+590 in Hung Dao commune, and the end point intersects with National Highway 37 in Cong Hoa ward (both in Chi Linh City). The access road is designed as a Class II road in a flat area, with a roadbed width of 22.5 m and a speed limit of 80 km/hour. Upon completion, the project will connect the two banks of the Thuong River.

When the project was first launched, land clearance encountered numerous problems. Some households in Le Loi and Hung Dao communes faced difficulties in determining land ownership, land use right certificates, land clearance boundaries, and houses with load-bearing structures close to the construction site, posing safety risks during construction. Therefore, developing compensation and support plans proved challenging, prolonging the land acquisition process.

Mr. Vu Duy Dang, Chairman of the People's Committee of Hung Dao commune, said that to overcome difficulties, the locality has coordinated with the City's Land Clearance Council to carefully identify each case, ensuring the interests of both the State and the people, in order to find appropriate solutions. Local leaders have actively propagated and mobilized households to understand the importance of the project, to promptly hand over land, and to complete land clearance according to schedule.

Mr. Nguyen Van Kien, the project manager for the Dong Viet bridge access road project, said that before the project started, the construction area was in a rugged terrain, surrounded by hills and forests, far from the main road, and lacked service roads for transporting materials and machinery. Before starting the project, the construction unit had to excavate hills and build transportation routes. After a few months of implementation, the initial difficulties were resolved.

According to the plan, the construction project for the access road to Dong Viet Bridge connecting to National Highway 37 will take 13 months, from May 2023 to June 2024. To date, the contractor has completed excavation and embankment for 4.6 km out of 5.3 km of the roadbed and 0.6 km out of 5.3 km of the crushed stone base. It is expected that the Hai Duong side will complete the project in April 2024, two months ahead of schedule, and in conjunction with the Dong Viet Bridge construction project invested by Bac Giang province.

Mr. Tran Ngoc Tu, Project Director of the Dong Viet Bridge project in Bac Giang, said that currently, the contractors are mobilizing about 150 workers divided into 6 construction teams, including 3 teams working on the approach road on the Bac Giang province side and 3 teams working on the Dong Viet bridge itself. For the Dong Viet bridge, the contractor has completed 12 abutments and piers; and launched the girders for 3 bridge spans on the Hai Duong province side. “According to the contract signed with the investor, the Dong Viet bridge and approach road on the Bac Giang province side will be completed and opened to traffic in December 2024. However, the contractor is accelerating the progress, striving to complete the project 3 months earlier than planned,” Mr. Tu said.

To date, the People's Committee of Chi Linh City has basically completed the land clearance for the project. However, some households have not yet dismantled their assets to hand over to the construction unit (3 households in Le Loi commune, 3 households in Cong Hoa ward, and 1 household in Hung Dao commune). In some locations, the land clearance boundary needs to be adjusted due to the need to ensure traffic safety when the project is put into operation; the People's Committee of Chi Linh City is currently implementing additional land clearance.

According to Mr. Le Anh Tuan, Deputy Director of the Provincial Investment and Construction Project Management Board, the Dong Viet Bridge and access road project is a project connecting the northern area of ​​Hai Duong province with Bac Giang province. During the project's implementation, difficulties and obstacles, especially land clearance issues, have been promptly addressed and resolved by the provincial leadership. The People's Committee of Chi Linh City has actively participated. With the current progress, the project is expected to be completed ahead of schedule.
