The government has just issued Decree No. 185/2026/ND-CP regulating the organization, operation, and regime and policies for part-time officials in villages and residential areas.

New policy proposed for part-time grassroots workers.
One of the notable aspects is the specific regulation on social insurance and health insurance for this workforce, contributing to ensuring social security benefits and creating conditions for grassroots officials to work with peace of mind.
According to Article 14 of the Decree, each village or residential area may have a maximum of 3 part-time officials, including the Village Head or Head of the Residential Area; the Party Branch Secretary; and the Head of the Fatherland Front Committee.
Clause 3 of Article 16 stipulates that those holding the above positions are entitled to participate in compulsory social insurance, health insurance, and enjoy other benefits and policies as prescribed by current law.
To ensure funding for implementation, Article 15 stipulates that the state budget will allocate a monthly allowance fund to each village and residential area; this includes the contribution to social insurance.
The allowance fund allocation is divided into two groups. Specifically, the allocation is equal to 8 times the basic salary and applies to villages with 700 or more households, residential areas with 1,000 or more households; villages and residential areas located in key areas for national defense and security, border areas, islands, or particularly disadvantaged villages.
For the remaining villages and residential areas, the lump-sum payment is 6.5 times the basic salary.
The decree also clearly stipulates the responsibility for ensuring funding for the implementation of regimes and policies for part-time officials in villages and residential areas. According to Article 17, the state budget ensures funding according to the current budget decentralization; the source of health insurance payments is implemented according to the provisions of the law on health insurance; and the Social Insurance Fund pays social insurance benefits as prescribed.
In addition, the Decree includes transitional provisions to ensure the rights of part-time workers at the grassroots level. Since the Social Insurance Law of 2024 takes effect from July 1, 2025, while Decree 185/2026/ND-CP takes effect from May 26, 2026, Clause 2 of Article 19 stipulates that mandatory social insurance contributions will continue to be implemented during the transitional period.
Accordingly, local authorities are responsible for proactively reviewing, balancing, and allocating funds to ensure that contributions are paid or retroactively paid in full and on time, without interrupting or affecting the social security rights of part-time grassroots workers.
The specific regulations, from eligible participants and support levels to funding sources and responsibilities for contributions and payments of social insurance, demonstrate the State's concern for part-time grassroots workers and contribute to strengthening the social security system.
