Kien Hai Special Zone was established on the basis of the entire natural area and population of Kien Hai island district, Kien Giang province (old). Kien Hai has 23 islands located in the Southwest sea area, natural area of 27.85 km2, population of 20,550 people.

The administrative center of Kien Hai special zone is located in Hon Tre, about 28 km west of the center of An Giang province, Rach Gia ward, by sea. The farthest island is Nam Du archipelago, 90 km from the center of Rach Gia. Next is Hon Son island, also known as Hon Son Rai, about 30 km west of Hon Tre, about 60 km from Rach Gia.

Currently, the government has invested in concrete roads around and across the islands of Hon Tre, Hon Son, An Son and Nam Du, along with a very convenient transportation system for local people to travel. Every day, there are 8 high-speed boats coming and going, connecting Kien Hai special zone with the mainland such as Rach Gia, Ha Tien with a travel time of 45 minutes to 2 hours.
The national grid is also extended from the mainland to Hon Tre and Hon Son islands, while Nam Du archipelago still uses generators 24/7, basically meeting the electricity needs of the people.
The economic potential of Kien Hai special zone is its vast sea area, which is very favorable for developing marine economic sectors, especially exploitation, aquaculture, seafood processing, etc.

Tho Chau Special Zone was established on the basis of the entire natural area and population of Tho Chau commune, Phu Quoc city (old). The total area of Tho Chau Special Zone is 13.98 km2, with a population of 1,896 people.

Tho Chau has a particularly important position in terms of national defense and security, located at the outpost in the southwestern sea of the Fatherland. Adjacent to the international maritime route of about 12 nautical miles, with a historical sea area adjacent to the Kingdom of Cambodia in the Gulf of Thailand.
Known as the "rough gem" of the Southwest sea and islands, Tho Chau still retains its original wildness and is considered to have great potential for economic development, especially tourism.
Tho Chau is an outpost island far from the mainland.
Marine exploitation and aquaculture are the main occupations of the islanders, with 46 households raising more than 50 fish rafts; nearly 70 ships with capacity from 8-24 CV; annual seafood exploitation and aquaculture output of all kinds reaches from 150 to 200 tons. Fish and squid purchasing and processing activities are on a scale of nearly 1,000 tons/year, creating jobs for hundreds of workers.
Tho Chau is 101 km from Phu Quoc and 220 km from Rach Gia, but currently there is only one boat trip per week from Phu Quoc to Tho Chau on Saturday. Meanwhile, from Rach Gia to Tho Chau there is only one trip on the 5th of every month.

Tho Chau people who want to go to the mainland must catch the only boat of the week to Phu Quoc Island, then from there go to other localities in the country. At the same time, they must wait for the next week's boat to return to the island. It can be seen that Tho Chau people who want to go to the mainland must take at least 1 week to return.
On the contrary, people from the mainland going to Tho Chau must "transit" Phu Quoc. Then take the only boat at around 11am every Saturday to Tho Chau island.
At exactly 7am the next morning, we have to take the boat back to Phu Quoc. If we are late, we have to stay on the island until next week to wait for another boat.
Phu Quoc Special Zone, different from the other two special zones, before being arranged into a special zone, Phu Quoc was originally a type 1 urban area, established on the basis of the entire area and population of Phu Quoc City, with a total area of more than 589 km2 and a population of about 157,000 people.

In the first 6 months of this year alone, Phu Quoc is estimated to have welcomed nearly 4.5 million visitors (up 33.3% over the same period). Of which, international visitors alone are estimated to have welcomed nearly 900,000 visitors (up 76.7% over the same period) and total revenue reached about VND 21,588 billion (up 92.6% over the same period).
