At the seminar "University Autonomy - What opportunities for development?" recently organized by the Government Electronic Information Portal, Associate Professor, Dr. Luu Bich Ngoc, Chief of Office of the National Council forEducation and Human Resources Development, said that there are some of the following reasons:
Firstly, society and higher education institutions themselves do not understand autonomy correctly. The State issues policies to increase university autonomy, but cuts budget investment. That makes university autonomy synonymous with educational institutions having to cover all expenses themselves.
The second reason is the existence of conflicts in management and administration. At present, universities still have overlaps between the University Council, the Party Committee and the Board of Directors, leading to ineffectiveness in internal management of universities.
The third reason is that the autonomy mechanism is not really open. When autonomous, higher education institutions must still comply with the State's legal systems and documents. However, there is no unity or synchronization between these laws, and there are still "cross-cutting" each other. The lack of synchronization in the mechanism has limited higher education institutions in implementing autonomy.
Lieutenant General, Professor, Dr. Nguyen Xuan Yem - Director of the Institute of Non-Traditional Security, School of Business and Administration, Hanoi National University - said that in order to innovate education and training, considering this a breakthrough, we must increase the power of principals. "What belongs to the school, belongs to the school principal, must be returned to them in the right way. Management agencies focus on guidance, inspection, examination, and in-depth management. If we can do that, university autonomy will be true and there will be no more mechanism of asking and giving in the current conditions" - Professor, Dr. Nguyen Xuan Yem emphasized.
