The North is about to suffer heavy rains, the Prime Minister gives urgent instructions

The Prime Minister requested localities, ministries and branches to proactively respond to heavy rains that pose a risk of landslides, to ensure safety of life and limit property damage to people and the State.

The North may experience heavy rains with rainfall of 100-300mm, locally over 500mm from June 28 to July 2, 2025. This rain brings with it a high risk of flash floods, landslides in the midlands, mountainous areas, flooding along rivers and streams and low-lying areas, and urban areas. In this situation, Deputy Prime Minister Tran Hong Ha signed Official Dispatch No. 97 dated June 27 of the Prime Minister, requesting localities and ministries to proactively respond to ensure safety of life and limit property damage for people and the State.
According to the National Center for Hydro-Meteorological Forecasting, from the night of June 26 to June 28, the Northwest and Viet Bac regions recorded 30-80mm of rain, locally over 250mm.
It is forecasted that from June 28 to July 2, heavy rain will continue to occur over a large area, causing floods on Thao, Lo, Cau, Thuong, Luc Nam rivers and small rivers and streams with a flood amplitude of 2-5 m, the flood peak reaching alert level 1 to alert level 2, in some places exceeding alert level 2. The soil in many areas has been saturated with water after consecutive rains since the beginning of June, increasing the risk of landslides and flash floods.
Previously, heavy rain caused localized flooding in Thai Nguyen and Bac Giang , landslides in Yen Bai, and even some cases of human damage due to flash floods and landslides.
The telegram was sent to 20 provinces and cities in the Northern region, including Ha Giang , Cao Bang, Lao Cai, Hanoi, Thanh Hoa... and related ministries and branches such as National Defense, Public Security, Agriculture and Environment, Construction, Industry and Trade.
The Prime Minister requested localities not to be negligent and to seriously implement Directive No. 19 dated June 19 on natural disaster prevention. Provinces and cities need to strengthen communication, update weather forecasts, and instruct people on how to recognize signs of landslides, flash floods, and response skills. At the same time, review residential areas along rivers, streams, and slopes to promptly evacuate people from dangerous areas; organize on-duty teams to ensure the safety of dikes, dams, and traffic through deeply flooded sections with fast-flowing water.
The Ministry of Agriculture and Environment is assigned to closely monitor the development of floods and rains, coordinate internationally with upstream countries to make accurate forecasts, and direct the protection of dykes, irrigation dams, and reduce damage to agricultural production. The Ministry of Industry and Trade and the Ministry of Construction are proactive in ensuring the safety of hydroelectric dams, transport infrastructure, and energy. The Ministry of National Defense and the Ministry of Public Security are ready to support rescue efforts when requested by localities.
The Government Office will monitor and urge the implementation of the telegram and promptly report any arising issues. The telegram emphasizes the spirit of proactiveness, determination, and synchronization to minimize risks from the upcoming flood.
