According to the published decision, the emergency incidents have a total length of 12,805 meters, affecting the left bank dike of the Thuong Duong Duc River, the right bank dike of the Thuong River, the left bank dike of the Cau River, the right bank dike of the Cau River, the right bank dike of the Ca Lo River, and several other important embankment dikes in the province.

Specifically, on the left embankment of Cau River from K2+00 to K54+050, passing through the communes of Hop Thinh, Xuan Cam, and Van Ha ward, incidents of seepage, leakage, and landslides occurred; the Duong Duc pumping station (My Thai commune) was flooded. On the right embankment of Cau River, the Dau Han dike (Kinh Bac ward) experienced an overflow incident.
The right bank dike of the Thuong River, from K0+00 to K35+045, passing through the communes and wards of Phuc Hoa, Tan Yen, Da Mai, and Tien Phong, experienced overflowing, bubbling, and slope erosion; the section from K2+600 to K16+530 passing through My Thai, Tan Tien, and Bac Giang ward showed seepage on the slope and base of the dike.
Some of the embankment routes include: Tan Tien, Duc Tho, Tan Lieu, Phu Khe, My Ha, Tien Luc, Dao My, Nghia Hoa, Nghia Hung, Duong Duc, and Lang Son. The area passing through the communes and wards of Tan Tien, Da Mai, My Thai, Tien Luc, and Yen Dung was affected by flooding and landslides.
At Tam Giang, the section from K13+200 to K13+500 shows localized overflow, leaks, seepage on the dike slope, and basic seepage along the entire length.
The remnants of Typhoon No. 11 caused prolonged rainfall and exceptionally large floods on rivers, resulting in serious damage to the dike system in many areas of the province, threatening people's lives and property, and affecting urban areas, industrial zones, transportation, production, and people's livelihoods. Given the complex situation, the Chairman of the People's Committee of Bac Ninh province declared a state of emergency, assigning the People's Committees of the communes and wards of Hop Thinh, Xuan Cam, Van Ha, Tam Giang, Yen Phong, Yen Trung, Nhan Hoa, Que Vo, Dao Vien, Kinh Bac, Phuc Hoa, Tan Yen, Da Mai, Tien Phong, Bac Giang, My Thai, Tan Tien, Tien Luc, and Yen Dung to take the lead and coordinate with relevant agencies and units to organize response efforts according to the "four on-the-spot" principle.
Mobilize materials, personnel, and equipment for reinforcement and incident handling. For dike breaches on Class III - Class I dikes, it is necessary to reinforce and raise the dike body to ensure stability. Incidents of bubbling or turbid water require the construction of a reverse filter layer; dike slope erosion requires backfilling to repair the eroded area and cover cracks; and culverts and embankments that have been repaired need continued monitoring.
The Chairman of the Provincial People's Committee assigned the Departments of Construction, the Provincial Military Command, and the Provincial Police to coordinate and provide technical guidance and support to the locality. Temporary funding for the remediation will be drawn from the province's disaster prevention and control fund; in the long term, the units will survey, assess, and propose solutions for stable and safe handling of the dike and irrigation system. The Department of Finance will advise on the allocation of funds for implementation.
We request that the Bac Ninh Newspaper and Radio and Television Station regularly update and warn about dike incidents, helping people proactively prevent and ensure the safety of people and property.
