Following the directive of the Chairman of the Provincial People's Committee, grid-connected self-sufficient rooftop solar power systems will be implemented under a "post-inspection" mechanism. Accordingly, organizations, businesses, and individuals are allowed to install and connect the systems to the grid first; procedures related to acceptance testing will be carried out later to shorten implementation time and provide maximum convenience for investors.

The Chairman of the Provincial People's Committee instructed the Director of the Provincial Electricity Company to direct specialized departments to create favorable conditions for grid connection and conduct acceptance testing after the system becomes operational; at the same time, strictly prohibit any actions that cause difficulties, obstacles, or negative practices towards self-generating and self-consuming rooftop solar power projects.
The Department of Industry and Trade is tasked with leading and coordinating with the Management Board of Industrial Parks to conduct inspections and work directly with businesses on the list of those assigned rooftop solar power targets as per Notice No. 366/TB-UBND dated December 2, 2025, issued by the Chairman of the Provincial People's Committee. Through this process, they will promptly identify difficulties and obstacles, agree on a specific implementation plan, and report to the Chairman of the Provincial People's Committee every two weeks.
In addition, the Department of Industry and Trade and the Provincial Industrial Parks Management Board are responsible for supervising the process of handling administrative procedures, ensuring smooth operation and removing difficulties for businesses during practical implementation.
The Chairman of the Provincial People's Committee also assigned the Department of Industry and Trade to advise on the issuance of directional targets and incentives for businesses to invest in rooftop solar power for self-production and self-consumption in the second phase, to be completed before June 12, 2026.
Provincial leaders are urging businesses, citizens, and agencies to promptly implement rooftop solar power systems to reduce electricity costs, improve the quality of electricity supply, and contribute to the socio-economic development of the province.
To promptly address any issues, the province has announced a hotline for rooftop solar power services, including: Mr. Pham Van Thinh, Vice Chairman of the People's Committee of Bac Ninh province (0965.774.666) and Mr. Ngo Chi Quang, Deputy Director of the Department of Industry and Trade (0914.995.999).
According to assessments, from the second half of 2025 to the present, rooftop solar power in the province has achieved many positive results, currently accounting for nearly 10% of the total power system capacity. This is considered an important factor contributing to ensuring a stable electricity supply for production, business, and daily life, creating confidence for the business community and investors to continue expanding investment in Bac Ninh. However, compared to the great potential and benefits from solar power and the BESS system, the implementation progress has not yet met the province's expectations.
