Agreement reached to open a service road for local residents.
In the early days of the year, Binh Tan village, Bac Lung commune, was bustling with joy at the changes taking place in their homeland. The newly completed, clean, wide concrete access road along the right bank of the Luc Nam dike has brought a new look to the residential area along the dike. Walking along the new road with her grandchildren, Mrs. Nguyen Thi Thuong (93 years old), a resident of the village, couldn't hide her excitement. Having spent almost her entire life living along the dike, she witnessed many seasons of rising floodwaters threatening the safety of hundreds of households in the area. Furthermore, residents faced daily dangers traveling on the steep, bumpy dirt road, riddled with potholes and slippery gravel; countless accidents occurred during the rainy season.

To achieve this clean and beautiful road, by the end of 2025, thanks to the attention and investment of the State, the people of Binh Tan village enthusiastically responded and agreed to clear the land. In Bac Lung commune, about 40 households, after being informed, voluntarily dismantled their fences, gates, outbuildings, and crops to hand over the land to the construction unit. To date, the two access roads along the dike, one on the field side and one on the river side, have been completed. The road surface is 4 meters wide, making travel safer and more convenient for the people. The local authorities, together with the Luc Nam Dike Management Unit, are preparing to plant grass to create an effective biological barrier to protect the dike from erosion and create a green, clean, and beautiful landscape in the area.
Driven by the goal of ensuring dike safety and the aspirations of the people, the project to repair and reinforce the embankment corridor along the left bank of the Cau River, passing through Hop Thinh and Xuan Cam communes, has been given priority for implementation. This project is managed by the Irrigation Sub-Department (Department of Agriculture and Environment), with a total budget of 5.6 billion VND funded by the central government. Thanks to the strong consensus among the people and the determination of the investor and contractor, the following sections have been completed: K13+500-K13+720 in Ninh Tao village, Hop Thinh commune, and K23+690-K23+870 in Cam Hoang village, Xuan Cam commune. The section from K17+280-K17+965 in Trung Hung village, Hop Thinh commune, is currently being leveled and compacted, preparing for concrete pouring. According to the assessment of the Irrigation Sub-Department, investing in the construction of access roads along the dike not only facilitates safe travel for residents and gradually resolves the long-standing problem of violations of the dike's right-of-way, but also contributes to preventing repeat violations and creating an increasingly clean and beautiful landscape along the dike.

Also on this occasion, the renovation and upgrading project of the left embankment of Cau Bridge, section from K24+350 to K27+00, with a length of 2.8 km passing through the villages of Tien Son, Chau Lo, Giap Ngu, Nguyen, and San (Xuan Cam commune), is being urgently carried out by the contractor.
Comrade Vu The Vinh, Head of the Hiep Hoa Dike Management Unit, said that the project, which commenced in late October 2025, involves 254 households and requires the clearance of approximately 16,000 m² of land. Notably, Chau Lo is an ancient village along the Cau River, where people have lived and worked for generations along the dike. Furthermore, due to lax management over a long period, the construction of 2-3 story houses and permanent structures violating the dike's safety corridor is quite common, posing a potential safety risk to the dike.

In the ancient village, every inch of land is considered precious, yet seemingly insurmountable challenges have been overcome through consensus. After 60 days of intensive propaganda and mobilization combined with phased construction, 100% of the area affected by the dike has been cleared, creating favorable conditions for construction. Previously, the dike was only 4-5 meters wide; after renovation, it has been widened to 12 meters, with a 6-meter-wide asphalt road surface and the remainder being sidewalks and drainage ditches. This ensures both flood safety and meets the transportation and living needs of the people. According to Mr. Nguyen Van Quan, the project commander (An Phuong Joint Stock Company), following the motto "wherever land is available, construction begins immediately," the unit coordinated with the local authorities to simultaneously carry out three tasks: preparing sufficient materials; disseminating information and mobilizing the people to clear the land; and organizing construction.
Because the left embankment of Cau Bridge is the main transportation route serving the daily commute of local residents, the construction unit is striving to accelerate progress and minimize inconvenience to people's lives. Therefore, construction is being carried out even on weekends and New Year's Day. During these days, the left embankment of Cau Bridge, the section passing through Chau Lo village, Xuan Cam commune, resembles a "massive construction site." Workers, along with numerous machines and equipment such as rollers, excavators, cranes, and trucks carrying soil, are mobilized and working continuously. To date, more than 80% of the work has been completed; the unit is focusing on constructing the drainage ditch system on the embankment and coordinating with the Electricity sector to relocate power poles to suitable locations. Along with the authorities, affected families are also quickly rebuilding and repairing gates and fences, and leveling the ground to raise the foundations of their houses to prevent flooding in future years.
Speaking with us, Comrade Ha Viet Tich, Secretary of the Chau Lo Village Party Branch, said that the project in the village involves 121 households. Experience from land clearance work shows that the exemplary role of cadres and Party members is crucial. His family voluntarily donated nearly 90 square meters of land to expand the dike road. Many other cadres and Party members who have houses in their hometown but are living and working in other provinces also enthusiastically returned to their hometown to dismantle structures, contributing to the spread of this initiative among the people. Throughout the implementation process, the cadres of the Hiep Hoa Dike Management Unit worked tirelessly, closely monitoring the situation at the grassroots level, skillfully analyzing and persuading the people to agree and support the policy, voluntarily clearing the land to ensure the dike road was clear.
The renovation and upgrading of dikes not only fulfills the goal of ensuring flood safety and protecting the lives and property of the people, but also opens up new development opportunities for localities, gradually forming a modern and integrated transportation network. Thanks to the consensus of the people, the sense of responsibility of the officials, and the decisive efforts of the construction units, the new project is gradually taking shape, becoming a vivid testament to the effectiveness of skillful public relations work in building irrigation infrastructure, aiming towards the common goal of building safe, civilized, and sustainably developed rural areas.
