The Hanoi People's Committee has just commented on the pre-feasibility study report for the Hanoi Capital Region Ring Road 5 construction project, prepared by the Ministry of Construction . The city basically agrees with the study plan but requests adjustments to some contents regarding investment scale, traffic organization, and implementation plan.

For expressway sections and interchanges within the city with a planned cross-section of 120 meters, Hanoi proposes that the central government invest in the main expressway section, including land acquisition and construction to an 8-lane scale. The remaining area from the base of the expressway embankment to the end of the planning area will be acquired by the city, and a parallel road will be constructed using local budget funds.
According to the Hanoi Department of Construction, the 6-lane option in the basic study is consistent with current planning. However, the section passing through Hanoi plays a crucial role in connecting the Hanoi- Lao Cai and Cau Gie-Ninh Binh expressways, as well as linking to the city's main transportation network. Therefore, the city proposes adding a plan to increase the route from 6 to 8 lanes.
Hanoi also proposed not building overpasses across the expressway. According to the development plan, Ring Road 5 is a combined urban rail and transportation route, so it is necessary to study a system of pedestrian underpasses connecting both sides of the route, with sidewalks at least 1 meter wide for pedestrians, and underpasses for heavy vehicles to ensure smooth traffic flow and efficient land use along the route.
Regarding the intersection between Ring Road 5 and the Ho Tay - Ba Vi axis and the Hoa Lac - Hoa Binh expressway, the city proposes that the local authorities invest in it as part of a separate project, as it is a complex intersection of multiple roads.
Furthermore, Hanoi has proposed studying the option of merging the intersection between Ring Road 5 and the Southern Development Axis within the city and the intersection with National Highway 38 in Ninh Binh province into a single interconnected interchange to facilitate traffic management and improve the efficiency of the route.
According to the pre-feasibility study prepared by the Ministry of Construction, the Capital Region's Ring Road 5 is approximately 340 km long, starting in Yen Bai commune, connecting with Km367+100 of the Ho Chi Minh Highway and completing a ring road. This excludes approximately 33 km that overlaps with the Hanoi-Thai Nguyen and Hanoi-Lao Cai expressways.
The section of the route through Hanoi is approximately 51 km long, passing through the communes and wards of Yen Bai, Yen Xuan, Phu Cat, Xuan Mai, Hong Son, My Duc, Huong Son, Hoa Xa, Son Tay, and Tung Thien.
According to the plan, the route will have a cross-section of 120 m, including a highway in the middle and parallel roads on both sides. The highway section is designed with a roadbed width of 33 m, comprising 6 lanes and 2 emergency stopping lanes. The preliminary total investment for the entire project is approximately 261,688 billion VND.
