Promote procedural reform
In recent times, Bac Ninh province has emerged as an attractive destination for domestic and foreign investors thanks to its open investment environment, strongly improved infrastructure and timely support policies. However, one of the major "bottlenecks" in the project implementation process is still administrative procedures related to land allocation and land lease. Land allocation and land lease procedures are one of the important steps in the project implementation process. However, land allocation and land lease are prone to problems due to many steps such as: Determining land boundaries, site clearance, assessing land use needs, developing land use plans, land valuation... Without drastic and synchronous management, this process can last from 6 months to a year, greatly affecting the project implementation plan of enterprises.

To remove this bottleneck, in recent times, the province has strongly directed sectors and localities to focus on accelerating progress, shortening processing time, and making transparent the steps in the process of land allocation and land lease. Shortening the time for land allocation and land lease is not only a requirement in administrative reform but also a strong commitment of the province to the business community. With the motto "the government accompanies businesses", the province has implemented many specific solutions to accelerate the progress of land procedures.
Accordingly, the province established an investment support working group and a rapid response team to directly guide and remove difficulties for businesses; organize regular dialogues with businesses to promptly remove difficulties and obstacles. Strengthen decentralization and authorization to localities, shorten the process of processing documents; apply online public services at levels 3 and 4 in this field.
A prominent solution is that the province requires relevant departments and branches such as the Department of Agriculture and Environment, the Department of Finance and localities to strengthen coordination, build interconnected processing procedures, and apply information technology in handling procedures.
According to Mr. Bui Quang Huy, Deputy Director of the Department of Agriculture and Environment, in recent times, the Department has closely coordinated with relevant units to apply information technology, digitize land data, establish a process for connecting administrative procedures; increase staff working overtime, even on holidays to review documents, shorten the time for appraisal and project approval by processing many steps in parallel instead of sequentially as before. Thanks to that, the time for carrying out land allocation and land lease procedures is now 20 days, a 20-30% reduction compared to before. Many projects have even had their land allocation and land lease time shortened by 8-10 days compared to regulations. This is an important premise for investors to soon start projects and put them into operation, promoting efficiency.
Promote investment attraction
It is known that in recent years, the provincial authorities have appraised and submitted to the Provincial People's Committee thousands of hectares of land to be allocated and leased to enterprises each year. Since the beginning of the year, the Department of Agriculture and Environment has appraised more than 220 dossiers and submitted to the Provincial People's Committee to allocate and lease more than 636 hectares of land to enterprises to carry out projects, mainly in the following fields: Construction and business of technical infrastructure of industrial parks; construction of urban areas, residential areas, etc.

The shortening of land allocation and leasing time has contributed to promoting the early implementation of a series of large projects. According to the representative of the Hoa Phu Industrial Park Company Limited, the provincial People's Committee leased land earlier than the regulations, so the Hoa Phu Industrial Park technical infrastructure construction project was implemented on schedule. Up to now, this Industrial Park has attracted 36 secondary investors to operate in the fields of electronic components and industrial equipment production; the occupancy rate reached 98%. For the Hoa Phu Industrial Park expanded technical infrastructure construction project, from the middle of last year until now, the enterprise has been leased land by the province in 3 phases with a total area of about 82/85 hectares. At this time, the Company is focusing on infrastructure construction to complete it soon, attracting secondary investors to operate in the coming time.
Similarly, the Tan Hung Industrial Park infrastructure investment and business project has a total area of over 105 hectares. Up to now, the site clearance and land leasing work has been completed. Currently, in the Industrial Park, there are 23 secondary investors granted investment certificates, of which 18 investors have been granted construction permits, and a number of enterprises are preparing for production and business.
The shortening of land allocation and leasing procedures has had a positive impact on the province's investment attraction, supporting businesses to accelerate project implementation, creating jobs for hundreds of thousands of workers, increasing budget revenue and urban development. It is known that since the beginning of the year, the whole province has attracted about 12 billion USD in converted investment capital, of which foreign direct investment capital reached more than 3 billion USD, ranking second in the country after Hanoi . Budget revenue reached more than 41.4 trillion VND, equal to 72.9% of the annual estimate. Industrial production value reached more than 156 trillion VND.
With the spirit of innovation, accompanying businesses, actively improving the investment environment, shortening land allocation and leasing procedures, Bac Ninh province has been promptly supporting businesses investing in the area. At the same time, it affirms its position as a leading destination for domestic and foreign investors, thereby promoting the socio-economic development of the locality.
