Bac Ninh: Budget collection reaches the finish line early

BAC NINH - Since the beginning of the year, Bac Ninh province's economy has continued to record many positive signals. In particular, domestic budget collection has achieved impressive results with the total revenue for the first 10 months of 2025 estimated at VND 48,761.2 billion, exceeding 6.4% compared to the estimate assigned by the Provincial People's Committee and increasing by 35.7% over the same period last year. This result not only reflects the strong recovery and development of the local economy but also clearly demonstrates the effectiveness of financial management and operation solutions and revenue exploitation.

Tax management innovation

After 10 months of 2025, Bac Ninh province continues to affirm its position in the leading group of the country in terms of domestic budget revenue. Total revenue from taxes and fees reached nearly 32,939 billion VND, equal to 90.2% of the estimate and increased by 11.7% over the same period in 2024. According to the Provincial Tax Department, this year's revenue structure has many important highlights, creating large financial space for socio -economic development goals in the new period.

Notably, land use fee collection reached over VND15,822 billion, up 70.1% compared to the estimate and 2.5 times higher than the same period. This result shows the strong resilience of the real estate market in the province, along with the effectiveness of land use right auctions held in many localities.

Not only did it exceed the estimate, the budget revenue structure of Bac Ninh also changed positively, reflected in the stable growth from production and business sectors. Many key revenue sources from state-owned enterprises, foreign-invested enterprises (FDI) and central state-owned enterprises all achieved positive results.

Among them, typical enterprises with large budget contributions include: Samsung Electronics Vietnam Co., Ltd., Samsung Display Vietnam (Yen Phong I Industrial Park), New Wing Interconnect Technology Co., Ltd. (Van Trung Industrial Park), Goertek Vina Science and Technology Co., Ltd. (Que Vo I Industrial Park), Khai Son Joint Stock Company (Thuan Thanh III Industrial Park), Ja Solar Vietnam Co., Ltd. (Nenh Ward), Dabaco Vietnam Group Joint Stock Company and Bac Ninh Petroleum One Member Limited Liability Company (Vo Cuong Ward)... These enterprises affirm the pivotal role of the industrial production sector, reflecting investors' confidence in the production and business environment in Bac Ninh.

It can be affirmed that the impressive figures in tax collection are thanks to the drastic direction of the Provincial People's Committee and the proactive and flexible management and operation of the Tax sector. Bac Ninh has focused on attracting and retaining large investment projects, removing difficulties in capital and administrative procedures for enterprises, while strictly managing budget expenditures and resolutely fighting tax arrears.

The Provincial Tax Department develops a specific monthly collection plan, assigns tasks to each affiliated unit; closely coordinates with departments and branches to ensure correct, full and timely collection. Modern management tools such as electronic tax declaration and payment, electronic invoices, and risk data analysis are applied synchronously, helping to improve transparency, efficiency and minimize revenue loss.

In addition, policies on tax and land rent extension, exemption and reduction have been implemented promptly, helping businesses have more resources to restore production and maintain jobs, while still ensuring a balance between revenue and expenditure. The successful auction of many large-scale real estate projects has also created significant additional revenue, contributing to the formation of a stable and sustainable financial system.

Determined to maintain growth momentum

Revenue exceeding the budget is not only a simple financial result, but also has strategic significance in the context of Bac Ninh focusing on key goals: Infrastructure investment, human resource development, social security care, promoting digital transformation and innovation. At the same time, it reflects an increasingly open, transparent and stable business investment environment. The proactive approach of the Tax Department in removing difficulties and supporting businesses contributes to strengthening trust, creating motivation for businesses to expand production and increase budget contributions.

Since the beginning of the year, Bac Ninh Petroleum One Member Limited Liability Company has paid 325 billion VND to the State budget, an increase of nearly 20% over the same period last year.

In the last months of 2025, the Bac Ninh Tax Department aims to strictly control tax risks, strengthen inspections and checks against transfer pricing, and coordinate with all levels and sectors to effectively implement tax management measures and handle arrears. The Department also continues to implement the motto of "accompanying businesses", ensuring both correct and sufficient collection and creating favorable conditions for businesses to maintain production and business.

At the recent conference to introduce new tax policies and dialogue with taxpayers, Mr. Ngo Tan Phuong, Vice Chairman of the Provincial People's Committee, acknowledged and highly appreciated the results achieved by the Tax sector; at the same time, he requested the sector to continue to resolutely and effectively implement budget collection tasks, build a realistic 2026 budget estimate and promptly implement policies to support businesses. At the same time, he affirmed that Bac Ninh province always accompanies, listens, and improves the investment environment in the direction of fairness, transparency, and stability, considering businesses as the driving force of development.

The completion and early surpassing of the budget estimate has demonstrated the capacity for flexible and effective budget management, representing a new step forward in public financial management of Bac Ninh, creating a basis to maintain its position in the leading group in the country in domestic budget collection, ensuring resources for development goals.
