The key factor in securing consensus.
After a period of scientific research and meticulous preparation, Nghe An province has finalized the draft plan for rearranging and reorganizing commune-level administrative units in accordance with central government guidelines, suitable to the local characteristics, and ensuring overall coherence, synchronicity, and uniformity within the political system. According to the Director of the Department of Internal Affairs, Nguyen Viet Hung, with an area of 16,486 km² and a population of over 3.8 million, Nghe An province has 20 district-level administrative units and 412 commune-level administrative units. Accordingly, the rearrangement plan will reduce 282 commune-level administrative units (a reduction of 68.45%), leaving 130 units (119 communes and 11 wards).

“In the plan, 16 out of 20 districts are expected to name their commune-level administrative units after the names of the district-level administrative units before the reorganization, linked to a sequential number; 4 districts will name their commune-level administrative units based on historical, cultural, and geographical factors of the locality. There are 2 special units, Kim Lien commune (Nam Dan district) and Cua Lo ward (Vinh city), that will name their localities with traditional, historical, and cultural elements,” Mr. Hung informed.
Like many provinces and cities nationwide, Nghe An province has identified the reorganization of commune-level administrative units and the implementation of a two-tiered government model as an extremely difficult and complex task that could have significant impacts on localities within the province. Therefore, Nghe An is implementing the reorganization plan step by step with caution, objectivity, and careful consideration of natural conditions, transportation infrastructure, and administrative boundaries. Simultaneously, it carefully considers factors such as: the management capacity and expertise of local Party committees and authorities; the level of digital transformation and the application of information technology by local governments and citizens; ensuring national defense and security requirements; building strong defense zones in key areas; preserving and promoting historical, cultural, and national traditions; and ensuring the unity and cohesion of the community.
Simultaneously, based on the Provincial People's Committee's Plan No. 252 on organizing voter consultations – a key factor in ensuring consensus – the districts, cities, and towns of the province are also urgently completing the process of gathering voter opinions on the plan for rearranging commune-level administrative units. According to observations, most people have expressed agreement and consensus regarding their understanding and actions when the locality implements the rearrangement of commune-level administrative units; Party branches, officials, and Party members also clearly understand the meaning and importance of the rearrangement and streamlining of the apparatus… This is not simply an administrative merger, but also a decentralization and delegation of authority, rearranging administrative units appropriately, ensuring that local governments are closer to and more responsive to the people.
During a recent working session of the Nghe An Provincial Party Committee on this matter, the Director of the Department of Internal Affairs, Nguyen Viet Hung, requested that districts, cities, and towns focus on studying the draft plan, widely publicizing it to ensure the highest possible voter participation rate; and at the same time, organize district and commune-level People's Council meetings to consider and approve the policy, ensuring completion before April 25, 2025… Based on that, complete the dossier and send it to the Department of Internal Affairs for submission to the provincial People's Council's specialized session for consideration and approval, scheduled for April 28.
People-centered approach
Emphasizing that many challenges lie ahead, the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, Le Hong Vinh, stated clearly: the process of reorganizing the administrative apparatus must absolutely not relax leadership, ensuring that work is carried out regularly and continuously; not leaving any areas vacant, interrupting or neglecting any work… Regarding the naming scheme for communes, careful consideration is needed to create consensus, especially to preserve the traditional, cultural, and historical elements of the locality.

To expedite the restructuring of commune-level administrative units, the Chairman of the Provincial People's Committee assigned the Department of Internal Affairs to guide localities in arranging and assigning officials and civil servants appropriately and transparently; to coordinate with the Ministry of Internal Affairs and other ministries and agencies to advise on resolving related issues in the development and approval of the plan; and to periodically report on the progress of the plan's implementation as prescribed… “Districts, cities, and towns should strengthen propaganda and mobilization to create high consensus among officials, civil servants, and the people regarding the restructuring policy; at the same time, proactively understand the thoughts and aspirations of the people and advise on solutions when problems arise,” Mr. Le Hong Vinh suggested.
To ensure the completion of the reorganization of commune-level administrative units in accordance with the directives and guidelines of the Central Government and the set plan, Provincial Party Secretary Nguyen Duc Trung requested that Party committees, governments, the Fatherland Front, and other organizations and associations continue to demonstrate a high level of spirit and responsibility, focusing on leadership and direction with the highest determination to complete the reorganization and bring the two-tiered local government model into stable operation… At the same time, they should proactively disseminate information and guide public opinion, ensuring high unity and consensus among cadres, Party members, and the people; especially, proactively understand the sentiments of the people, particularly in special areas; and avoid leaving any information gaps that could be exploited by subversive elements.
“The Provincial People's Committee needs to coordinate with the Provincial Party Committee's Organization Department and relevant agencies to develop a plan for reorganizing the administrative apparatus and assigning personnel to commune-level administrative units after reorganization, ensuring compliance with Conclusion 150 of the Politburo; prioritizing the placement of capable and responsible officials to ensure work efficiency…,” Mr. Trung emphasized.
With decisive and urgent action, along with a scientific and proper approach, the policy of reorganizing commune-level administrative units has received high consensus within the political system, especially the support and agreement of the people in the area... We believe that, after the reorganization and streamlining of the organizational structure, Nghe An will join the country in entering a new era - an era of national progress with many new innovations, creativity and successes.
