In a report released on December 9, the Washington DC-based institute said Russian troops “are likely focusing” on a number of offensive operations in an effort to seize and control the war situation ahead of Russia’s presidential election in March 2024.

Russian forces have pursued several offensive attempts at the Kharkiv-Luhansk oblast border, near Bakhmut and towards Avdiivka as well as continued ground offensives towards western Zaporizhzhia.

“Recent statements by Ukrainian military officials further indicate that Russian forces are gaining ground on the Kharkiv-Luhansk Oblast border, near Bakhmut, and along the Avdiivka-Donetsk axis, while Ukrainian forces remain dominant in key areas in southern Ukraine,” the ISW report said.

In a report released on December 9, ISW also said that Russian sources confirmed that troops had advanced to a high position north of Klischiivka and the neighboring area east of Bohdanivka, two villages adjacent to Bakhmut.

Images located and posted on December 8 also show Russian forces advancing east of Yampolivka, north of Bakhmut.

Images posted on December 7 also showed Russian forces advancing south of Robotyne in the Zaporizhzhia region of southeastern Ukraine.

ISW said Kyiv forces were still holding positions on the eastern bank of Kherson oblast, southern Ukraine, on December 9, despite Russian forces trying to push them back from positions in Krynky.

Reports of Russian advances come after ISW military analysts on December 5 confirmed that Russia “has made some advances” near Avdiivka.

Newsweek previously reported that geolocated images showed progress along the rail line north of the city's coke plant, along with an area south of the city's landfill.

“In contrast, Ukrainian forces appear to be using the time frame of severe weather and Russian offensive operations to establish and consolidate defensive positions along areas of the frontline where they have not yet launched a counteroffensive, thereby conserving manpower and resources for future offensive efforts,” the ISW report added.

Newsweek has contacted the Russian Ministry of Defense , the General Staff of the Ukrainian Armed Forces, and the Ukrainian Ministry of Foreign Affairs for comment.

Russia's campaign in eastern Ukraine has been plagued by difficulties and delays, after Moscow lost 11,000 soldiers across the eastern territory, according to the spokesman for the Ukrainian Land Forces Command, Lieutenant Colonel Volodymyr Fitio.

Moscow may be losing troops at a rate equivalent to the number of troops it can mobilize from Russia every day, ISW analysts said on Thursday.
