The implementation of the Plan aims to specifically define the work, deadline, completion progress and responsibilities of relevant agencies, organizations and units in organizing the implementation of the Law, ensuring timeliness, consistency and efficiency, avoiding waste; at the same time, clearly defining the responsibilities of the presiding agency and coordinating agencies in implementing activities to implement the Law.
Specific contents and tasks include: Organizing the dissemination and communication of the Law and detailed regulations and measures to organize and guide the implementation of the Law; organizing specialized training conferences on professional skills and techniques in drafting and promulgating legal documents; inspecting, reviewing and systematizing legal documents; organizing the implementation of legal documents; Coordination tasks as required (Including: Drafting detailed regulations and instructions for the implementation of the Law, Circulars of the Minister of Justice guiding the professional work of drafting and promulgating legal documents at the request of the Ministry of Justice; Drafting Resolutions of the National Assembly on a number of specific mechanisms and policies for law-making work; Decrees of the Government guiding the Resolutions of the National Assembly on a number of specific mechanisms and policies for law-making work; Circulars of the Minister of Finance regulating the preparation of estimates, management, use and settlement of state budget funds to ensure law-making work and law enforcement organization at the request of the Ministry of Justice and the Ministry of Finance; Drafting Resolutions of the National Assembly on special mechanisms to handle difficulties and problems caused by legal provisions; Decisions of the Prime Minister promulgating the Regulations on the operation of the Independent Appraisal Council at the request of the Ministry of Justice; Compiling a handbook guiding the professional work of drafting and promulgating legal documents Legal documents; inspect, review, systematize legal documents, organize the implementation of legal documents at the request of the Ministry of Justice; Develop the Government's proposal on the Legislative orientation for the term of the 16th National Assembly; Develop the Government's proposal on the annual legislative program; Coordinate the inspection, urging, and monitoring of the implementation of the Law and detailed regulations and measures for the implementation of the Law on Promulgation of Legal Documents at the request of the Ministry of Justice); Review, develop, promulgate according to authority or submit to competent authorities to promulgate legal documents amending, supplementing, replacing, abolishing or promulgating new legal documents to suit the arrangement of the organizational apparatus; Compile a handbook on professional guidance on the development and promulgation of legal documents; inspect, review, systematize legal documents, organize the implementation of legal documents; Review the team of cadres and civil servants working in law-making and legal work and arrange and use cadres and civil servants working in law-making to ensure professionalism; mobilize and rotate cadres and civil servants with knowledge and skills in law-making; Strengthen the application of information technology and artificial intelligence; inspect, review and systematize legal documents; organize the implementation of legal documents; apply digital technology in receiving and handling feedback and recommendations on legal documents; manage the program for building legal documents.
The Department of Legal Affairs shall preside over and coordinate with relevant agencies and units under the Ministry to monitor and synthesize the implementation of this Plan.
Agencies and units under the Ministry proactively deploy assigned tasks in this Plan, ensuring progress in implementing assigned tasks.
In the process of implementing the Plan, if there are any difficulties or problems, the agencies and units under the Ministry are requested to promptly report to the Legal Department for synthesis and reporting to the Ministry's leaders for consideration and decision./.
