According to Tuoi Tre Online on the morning of October 10, in Trung Kien village (Trung Gia commune), a series of houses were submerged in flood water.

Accordingly, after the above railway section was eroded at around 3:00 p.m. on October 9, floodwaters flooded the area, causing it to be deeply submerged.

By the morning of October 10, many houses were still flooded up to the roof, forcing them to evacuate to safety. Some houses with two or more stories were flooded almost up to the first floor, forcing them to live on the second floor.

Many people had to climb onto their roofs to "call for help" so that soldiers and authorities could use specialized boats and canoes to move them out of the deep flooded areas.

On the morning of October 10, the 12th Army Corps ( Ministry of National Defense ) was also present to support people, provide food and transport people and children to safe areas if necessary.

In the middle of the night of October 9, when the floodwaters rose rapidly, Ms. Dinh Thi Nhuong's house (Trung Kien village, Trung Gia commune) was submerged in darkness and completely without electricity. Her 8-month-old baby was crying because of mosquito bites and the cold, and she stayed up all night, afraid that the water would continue to rise, not daring to sleep.

On the morning of October 10, Ms. Nhuong asked the military and commune police to use a specialized boat to take her and her child out of the flooded area to a relative's house to be safe, rest, stabilize their lives, and escape from danger.
"The flood was very difficult, with a small child, no electricity, and lack of water, so this morning when it was light, I had to take my child out of the flooded area to take shelter" - Ms. Nhuong said.

Mr. Dao Quang Tien (Trung Gia commune) said that on the night of October 9, his house was flooded almost the entire first floor, the water rose more than 2 meters high inside the house. "Since I was a child, I have never seen a flood as high as this. My family had to evacuate outside to ensure safety, only a few people stayed home to watch the house" - Mr. Tien said.

In addition to many flooded houses, several trucks parked in the flooded area were also submerged, some of them submerged almost to the roof.
On the afternoon of October 9, a rescue vehicle was dispatched to Trung Kien village to pull vehicles out of the flooded area. However, the floodwaters poured in so quickly that the rescue vehicle could not escape in time and was submerged up to its roof, becoming a "victim" of the floodwaters themselves.

Affecting 36,000 Hanoi residents
According to the Hanoi City Civil Defense Command, as of 7:00 a.m. on October 10, the circulation of storm No. 11 (storm Matmo) caused many dike slopes in Trung Gia and Da Phuc to collapse.
In addition, in Da Phuc commune, the river water level rose close to the level 3 dike from km18+500 to km26+00 of the right dike of Cau, stretching about 7.5km. The dike and embankment in this area were also overflowed and flooded for 11.9km, posing a potential risk to the safety of the dike.

In Trung Gia commune, erosion, breakage, and landslides occurred, causing floodwater to penetrate a 20m section of Ha Thai railway, through Thong Nhat, Trung Kien, and Do villages, isolating residential areas.
At Do Tan dike area, water overflowed 7km with a height of about 1m; Vong Am dike also overflowed about 1km, with a similar overflow height, causing great pressure on the dike system.

To ensure the safety of people in flooded areas, Vice Chairman of Hanoi People's Committee Nguyen Manh Quyen requested Da Phuc and Trung Gia communes to develop evacuation plans according to each level of impact, including on-site evacuation and moving to military and police barracks in the area.
Hanoi also agreed to request the Hanoi Capital Command to support forces, means of transport, logistics and propose additional funding to overcome landslides and flooding.

Currently, nearly 36,000 people in two affected communes need to be evacuated, of which nearly 6,000 people in Trung Gia commune and about 30,000 people in Da Phuc commune.
