(CPV) - A notable new point in Circular No. 22/2024/TT-BGD&DT is to amend regulations on standards for evaluating facilities and teaching equipment at all levels to meet the conditions for ensuring the quality of implementing the new General Education Program, bringing benefits to students.
On December 10, the Ministry of Education and Training (MOET) issued Circular No. 22/2024/TT-BGDDT amending and supplementing a number of articles of the regulations on educational quality assessment and recognition of national standards for kindergartens, primary schools, secondary schools, high schools and multi-level general schools issued together with Circulars No. 17/2018/TT-BGDDT, Circular No. 18/2018/TT-BGDDT and Circular No. 19/2018/TT-BGDDT dated August 22, 2018.
Some regulations are no longer suitable for practice.
According to the Ministry of Education and Training , after 6 years of implementing regulations on educational quality assessment and recognition of national standards for kindergartens, primary schools, secondary schools, high schools and multi-level general schools (according to Circular No. 17/2018/TT-BGD&DT, Circular No. 18/2018/TT-BGD&DT and Circular No. 19/2018/TT-BGD&DT dated August 22, 2018 of the Ministry of Education and Training ), educational quality assessment has achieved many important results.

According to statistics from 63 Departments of Education and Training, as of May 31, 2024, nationwide, 60.9% of kindergartens, 65.9% of primary schools, 71.2% of secondary schools, 54.8% of high schools, and 47.1% of general schools with multiple levels of education have achieved educational quality accreditation. Nationwide, 55.4% of kindergartens, 62.4% of primary schools, 67.3% of secondary schools, 48.8% of high schools, and 44.3% of general schools with multiple levels of education have met national standards.
However, after 6 years of promulgation, the regulations on educational quality assessment and recognition of national standards for kindergartens, primary schools, secondary schools, high schools and multi-level general schools have some points that are no longer consistent with the new system of legal documents and with reality.
Strong decentralization , specific regulations on assessment criteria for general schools with many levels of education
In order to promptly complete regulations on educational quality assessment and recognition of national standards for kindergartens, primary schools, secondary schools, high schools and multi-level general schools, on December 10, 2024, the Ministry of Education and Training issued Circular No. 22/2024/TT-BGD&DT amending and supplementing a number of articles of the Regulations issued together with Circulars No. 17/2018/TT-BGD&DT, Circular No. 18/2018/TT-BGD&DT and Circular No. 19/2018/TT-BGD&DT dated August 22, 2018.
Specifically, the new Circular has amended and supplemented the set of assessment criteria to be consistent with current legal documents such as: standards on facilities and teaching equipment; regulations on the authority to recognize schools meeting national standards according to the decentralization in Decision No. 1015/QD-TTg dated August 30, 2022 of the Prime Minister. Accordingly, the authority to recognize schools meeting national standards is decentralized from the Chairman of the Provincial People's Committee to the Director of the Department of Education and Training and some other regulations.
Regarding assessment criteria, the new Circular reduces the time limit by 1 year compared to the previous regulation so that if a school achieves a low-level education quality accreditation, it can register for external assessment and request recognition of higher-level education quality accreditation after at least 1 year (previous regulation was 2 years) from the date of recognition. This regulation motivates localities and schools to accelerate the progress of resource investment and focus on implementing quality improvement.
Regarding the rate of teachers meeting training standards, the Circular stipulates that schools must comply with the Government's general regulations and the roadmap for improving teacher training standards according to the plans of provinces and centrally run cities.
A notable new point in Circular No. 22/2024/TT-BGD&DT is to amend the regulations on standards for evaluating facilities and teaching equipment at all levels (Standard 3) to be consistent with the regulations on standards for facilities, subject classrooms, and libraries of educational institutions. In particular, it specifically stipulates assessment standards for general schools with many levels. This regulation aims to meet the conditions for ensuring the quality of implementing the new general education program, bringing benefits to students.
With the regulations in Standard 3, schools will have to do a good job of consulting to gain the attention and participation of localities in investing in facilities for schools in particular and the education sector in general.
The new circular also adds new regulations in the direction of implementing strong decentralization from the Ministry of Education and Training to the Provincial People's Committee to the Department of Education and Training.
Specifically, the establishment of an external assessment team and the authority to grant and revoke certificates of recognition of schools meeting national standards at all levels of education according to the decentralization in Decision No. 1015/QD-TTg of the Prime Minister are decided by the Director of the Department of Education and Training to establish an external assessment team to assess and recognize schools meeting national standards. Previously, the Chairman of the Provincial People's Committee issued a decision to establish an external assessment team to assess and recognize schools meeting national standards.../.
