Ensure the implementation of the goal of "100% of schools and classrooms in especially difficult communes and villages are solidly built".
In recent times, the Government and the Prime Minister have regularly paid attention to directing and promulgating mechanisms, policies, programs and projects to enhance and ensure conditions for eating, living, working and studying for preschool children, boarding and semi-boarding students, especially for children and students in ethnic minority and mountainous areas, and areas with particularly difficult socio -economic conditions.
However, the implementation in some places is not good, affecting the living and learning conditions of preschool children and students. To continue to improve the quality of education , care and nurturing of preschool children, boarding and semi-boarding students, students in ethnic minority and mountainous areas, the Prime Minister requests:
1. Ministries, branches and localities, according to their assigned functions and tasks, strictly implement the provisions of Decree No. 116/2016/ND-CP dated July 18, 2016 of the Government stipulating policies to support students and general schools in communes and villages with special difficulties, Decree No. 105/2020/ND-CP dated September 8, 2020 of the Government stipulating policies to develop preschool education; tasks and solutions in Decision No. 1719/QD-TTg dated October 14, 2021 of the Prime Minister approving the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the 2021-2030 period, Decision No. 1660/QD-TTg dated October 2, 2021 of the Prime Minister approving the School Health Program for the 2021-2025 period, Decision No. 1609/QD-TTg dated December 26, 2022 of the Prime Minister approving the Program to Support the Development of Preschool Education in Difficult Areas for the 2022-2030 period.
2. Ministry of Education and Training:
- Preside over and coordinate with relevant ministries, agencies and People's Committees of provinces and centrally run cities to direct the review of the organization and implementation of meals for preschool children, semi-boarding and boarding students, students in ethnic minority and mountainous areas and the implementation of other policies for preschool children and students at educational institutions under management; strictly handle any violations by groups or individuals.
- Strengthen direction, management and inspection of the implementation of policies on ethnic education, work to ensure hygiene, food safety, school safety, injury prevention, and fire prevention in educational institutions.
- Direct the strict implementation of regulations on financial management, assets, purchasing educational equipment and regulations on teachers' ethics; strengthen state management of education; actively build a safe, healthy and friendly educational environment.
3. The Ethnic Committee effectively uses resources under the National Target Program on Socio-Economic Development in Ethnic Minority Mountainous Areas for the 2021-2030 period for education, ensuring the implementation of the goal of "100% of schools and classrooms in extremely disadvantaged communes and villages are solidly built".
4. People's Committees of provinces and centrally run cities shall review, evaluate and mobilize resources to ensure conditions for food, accommodation, living, environmental sanitation and learning for preschool children and students at school; strengthen inspection, examination and close supervision of the implementation of regimes and policies at all management levels./.
