Vocational education still needs to be reformed
Speaking before questioning, Mr. Dung said that issues of labor, employment, training, vocational education and management, and development of social insurance have national strategic significance and are directly related to the daily food and sleep of millions of people, workers and retirees. Unpredictable fluctuations of the world economy, the consequences of the pandemic caused many businesses to cut labor and reduce production.
In that situation, the Party, State and branches at all levels have decided on many solutions, and with the spirit of solidarity, the whole country has overcome difficulties and ensured basic welfare policies. With four groups of support policies, VND 120.000 billion has supported over 68 million turns of people, workers and over 1,4 million times of employers.
"Production and business face many difficulties, labor and employment arise many problems, requiring the industry to act quickly and respond promptly," said Mr. Dung.
After Mr. Dung's speech, the first person to participate in questioning the National Assembly deputy Huynh Thi Anh Suong (Quang Ngai delegation) asked: According to the report of the Ministry of Labour, Invalids and Social Affairs, the solution of the Ministry on vocational education is to have a policy. to attract good students into vocational education.
“Please tell the Minister specifically about the above policies, when will they be implemented? When will vocational education be chosen by students in the national education system?", asked Ms. Suong.
Reply, Minister Dao Ngoc Dung said: Vocational education is a level of education in the national education system, which is also the link between general education, vocational education and higher education. The National Assembly has also completed related policy and legislation.
The current training scale is about 2 million university students and apprentices. Currently, the rate of college students is 56%.
Indeed, the current vocational education both in terms of scale and quality still needs to continue to innovate and improve. Preferential policies and regimes to encourage students to learn vocational skills also need much attention.
In fact, the majority of students entering vocational schools often fall into those who do not have the conditions to study up, want to quickly enter the labor market, go to work to earn income. The part of students learning vocational according to their wishes is not much. Meanwhile, the majority of vocational trainees after graduation have stable jobs, the rate is up to 85%.
Redefining the quality of labor resources
Delegate Nguyen Thi Ha (Bac Ninh delegation) questioned: After more than 2 years of implementing the program to support the development of the labor market to 2030 according to Decision 176 of the Prime Minister, the labor market of Vietnam has initially improved. However, the quality of the country's human resources is still low compared to many countries in the region. The rate of workers with degrees and certificates is only about 26%. So, how does the Minister evaluate the process of implementing the program to support the development of the labor market? When will the quality of the country's human resources approach other countries in the region?
Reply, The minister said that the labor force aged 15 and over is about 55 million people; By the first quarter of 2023, the number of labor market participants aged 15 and over was 51,4 million. Vietnam's labor market has had a relatively rapid formation and development in the past time, both in terms of structure, size, and future development.
