Protecting personal data - Understanding how to do it right

On the afternoon of June 3rd, at Hong Bang International University, the Cyber ​​Security and High-Tech Crime Prevention Department (A05) – Ministry of Public Security, in collaboration with the National Cyber ​​Security Association – Southern Branch (NCA) and the Vietnam Television Center for the Southern Region, organized a conference on “Disseminating the Law on Personal Data Protection and Decree 356/2025/ND-CP”.

According to Colonel Nguyen Ba Son, Deputy Director of the Cyber ​​Security and High-Tech Crime Prevention Department (A05) of the Ministry of Public Security , the Digital Nations Index 2025 ranking of the Global Mobile Association (GSMA) shows that Vietnam is the fastest-growing digital economy in the ASEAN region and has achieved this progress nationwide with a population of over 100 million people, with balanced development across all five key pillars of the index, including: infrastructure, innovation, data governance, cybersecurity, and human resources.

In this context, personal data is a strategic and core data source that needs top priority protection due to its close connection to human rights and privacy, and its direct and comprehensive impact on a nation's politics , economy, society, defense, security, and foreign relations. The challenge of protecting personal data amidst the continuous development, exploitation, use, and maximization of benefits presents numerous obstacles. Vietnam's choice to pursue digital transformation, develop science and technology, and innovate in a human-centered direction means that human rights and interests must be prioritized, and ensuring human security in general, and protecting privacy and personal data security in particular, must be emphasized.

To strike a balance between economic exploitation and data security, Vietnam has established a comprehensive legal framework with the Law on Personal Data Protection. Approved by the 15th National Assembly on June 26, 2025, and officially effective from January 1, 2026, it establishes a solid legal framework for every citizen.

"Job "The conference aims to guide organizations and businesses in correctly understanding legal regulations, identifying key issues that need to be complied with, and especially to concretize compliance requirements into implementation plans and apply solutions to ensure compliance throughout the process of handling personal data. The requirement for continuous protection throughout the lifecycle of personal data is particularly important to create comprehensive, synchronized, and robust protection, maximizing risk control during the processing, exploitation, and use of personal data," Colonel Nguyen Ba Son shared.

Next, the experts from A05 The following topics were presented: The situation and activities of personal data protection in Vietnam. The necessity of enacting a Law on Personal Data Protection”; The thematic sessions focused on "Key Contents of the Law on Personal Data Protection and Government Decree 356/2025/ND-CP, detailing certain provisions and implementation measures of the Law on Personal Data Protection," and "Guidance on Administrative Procedures for Personal Data Protection." These sessions provided individuals, organizations, and businesses with updated and clarified key aspects of the law and decree; the responsibilities of individuals, organizations, and businesses in each stage of data processing and identification of violations; shared real-world data leaks and abuses; guidance on building compliance procedures; and discussions on solutions to enhance information security, cybersecurity, and personal data governance. This formed the core foundation for the business community to "Understand correctly – Do correctly – Take responsibility correctly" in every data-related activity.

On this occasion, the organizers also held a launching ceremony to respond to the 2026 Action Month for Children, associated with the message "Protecting children's data – Working together to build a safe digital environment."
