On the afternoon of May 28, the Criminal Investigation Agency of the Kien Giang Provincial Police served the decision to initiate a criminal case, indict the suspect, and execute the order to temporarily detain Danh Duong (37 years old, residing in Thu Ba Town, An Bien District, Kien Giang Province) for investigation into the act of murder.
Danh Duong has been charged and is under investigation for murder.
According to initial information, on the morning of May 27th, a task force from the Thu Ba Town Police Department carried out the clearing of road corridors and dealt with cases of illegal street vending encroaching on sidewalks and roadsides, as per a plan approved by higher authorities.
Upon arriving at the market area in Ward 2, Thu Ba Town, the officers discovered Duong using a three-wheeled vehicle to sell pineapples, parking in a way that encroached on the road and sidewalk. They drew up a report and temporarily confiscated a weighing scale and a handheld loudspeaker. However, Duong refused to sign the report and shortly afterward ran home.
Seeing the task force passing by, Duong used vulgar language to insult them. When the task force stopped their vehicle, Duong immediately ran up and slashed at Lieutenant Colonel Nguyen Van Phong, Deputy Chief of Police of Thu Ba Town. Fortunately, Lieutenant Colonel Phong was sitting on his motorcycle and wearing a helmet at the time, so he was not injured in the head.
Seeing this, Mr. Cao The Nhien, a neighborhood security guard and member of the task force, who was sitting in a truck, got out to intervene but was chased and attacked with a knife by Duong, sustaining injuries.
Seeing Duong using a dangerous weapon to attack Mr. Nhien, Lieutenant Colonel Phong drew his gun to subdue him, but the gun jammed and did not fire. At this moment, Duong turned around with a knife and tried to slash at Lieutenant Colonel Phong, but he used his hand to block the attack, causing the knife to fall.
Afterward, Duong ran into a nearby house, grabbed two knives with gold handles, and turned to attack Mr. Pham Hoai An, a neighborhood security guard and member of the task force. After a struggle, Mr. An managed to subdue Duong, but he also sustained minor injuries.
Due to the severity of their injuries, Lieutenant Colonel Phong and Mr. Nhien were immediately taken to the Kien Giang Provincial General Hospital for emergency treatment. Danh Duong was also transferred to the same hospital for treatment. Mr. An, however, sustained minor injuries and was treated at the An Bien District Medical Center.
After serving the indictment and arrest warrant to Duong, the investigating agency allowed Duong to remain in the hospital for treatment of his injuries; at the same time, they arranged for security personnel to guard him until he was discharged.
Also on the afternoon of May 28th, Colonel Diep Van The, Deputy Director of the Kien Giang Provincial Police, visited the hospital to inquire about, encourage, and present gifts to Lieutenant Colonel Nguyen Van Phong and the two injured neighborhood security guards.
