BOT-545 toll station at Km943+750, National Highway 1, Da Nang , seriously affects traffic safety and people's lives. This problem has lasted for many years but has not been resolved yet.
BOT-545 toll station at Km943+750, National Highway 1, in An Thang ward, Da Nang city, has been creating serious traffic safety problems and negatively affecting the lives of people in the area.
Although the local government and people have made many petitions, the problem has not been thoroughly resolved, affecting people's lives and the local socio -economic development plan.
According to the report of An Thang Ward People's Committee sent to Da Nang City People's Committee on September 11, 2025.
"After August 2, 2020, placing a toll station at the location on the section (Km942-Km947) of the BOT project that has completed toll settlement is not in accordance with regulations, meaning that the second road toll collection (from August 2, 2020 to present) will be collected for vehicles passing through the station but not passing through component project 1: Expanding National Highway 1, section Km947 - Km987." | |
The reason is that according to the Department of Transport of Quang Nam province (old), this station was set up to collect tolls to recover capital for the project of Upgrading and expanding National Highway 1, Hoa Cam - Hoa Phuoc section (Km933 - Km942), with a total investment of 372,724 billion VND, of which the State capital paid 48.60% and BOT capital 51.40%. This project has completed the collection of tolls to recover capital from 00:00 on August 2, 2020, so the toll collection at the station is no longer reasonable.
In addition, the reality is that many vehicles avoid toll stations by going around the median opening at Km944+250 into residential road No. 2, An Thang ward, causing damage to the road surface, traffic insecurity in residential areas, and potential traffic accidents.

Mr. Nguyen Van Bich, Head of Thanh Quyt 3 Block, An Thang Ward, shared: "The situation of vehicles avoiding toll stations has been happening for many years, causing damage to the roads. Meanwhile, the block has a school, students often go home crowded and encounter vehicles avoiding the station running wildly in the residential area, causing many traffic accidents, causing frustration for the people."
Vice Chairman of the People's Committee of An Thang Ward, Mr. Huynh Duc Nghia, affirmed that relocating the toll station is necessary to avoid the risk of traffic accidents, especially for students.
“According to the design, the residential area’s roads are designed to allow vehicles to pass through, but the number of vehicles avoiding the station is increasing, and the large number of vehicles moving around makes some of the residential area’s traffic design angles insufficient, so there have been some minor traffic collisions. The locality has a warning plan, but in the long run, it is difficult to ensure safety,” said Mr. Nghia.
Proposal to relocate or buy back BOT-545 project
According to the report of the Department of Transport of Quang Nam province (old) on July 2, 2024, relocating the BOT-545 toll station is an option, however, it will incur construction costs and the risk of protests from people at the new station location; the financial plan is difficult to ensure and being too close to the current Tam Xuan toll station will violate regulations.
Regarding the option of buying back the entire BOT-545 project, the report shows that buying back and solving financial problems for investors is a feasible option. This will not only help reduce traffic accidents but also facilitate the socio-economic development of the area.
On the investor side, Construction Joint Stock Company 545 has repeatedly petitioned the authorities to soon agree on a plan to relocate or buy back the entire project, but to date, these petitions have not been resolved. According to the Company's report, toll revenue at BOT-545 station has decreased sharply, reaching only about 66% of the original financial plan.
Company 545 also sent a dispatch requesting the Ministry of Construction to support the State Bank of Vietnam in considering not including the loan of the National Highway 1A BOT Project, section Km947 - Km987, into the bad debt group due to objective factors and changes in State policy.
For many years, the BOT-545 Toll Station has become a long-standing problem. Relocating the toll station or buying back the project are solutions that need to be considered.
Coordination between authorities, investors and the community is a decisive factor in finding a reasonable solution, especially in the post-merger period, when the development space of localities in the central area of the new Da Nang city is in great need of strong investment in development planning./.
