
At approximately 10:00 AM on May 23rd, while conducting patrol and inspection duties at Km42+100 on National Highway 2, in Vinh An commune, Phu Tho province, a task force from Traffic Police Team No. 3 spotted a truck with license plate 29H-647.40 exhibiting suspicious behavior, and proceeded to stop the vehicle for inspection as per regulations.
Upon inspection, authorities identified the driver as LVC (born in 1982, residing in Thuy Ung commune, Hanoi ). Checking the vehicle's cargo compartment, the task force discovered 4.3 tons of buffalo hides emitting a foul odor and failing to meet food safety and hygiene standards.
At the time of inspection, the driver was unable to present invoices, receipts, or documents proving the legal origin of all the aforementioned goods.
During initial questioning, the driver admitted that the buffalo hides were purchased from small traders in several nearby areas and were being transported to Hanoi for sale.

After completing the legal procedures, the traffic police proceeded to draw up a report on the incident, handing over all the seized items, vehicles, and people involved to Market Management Team No. 15 (Phu Tho Provincial Market Management Department) for further verification and handling according to the law.
