Employment stability - the core goal of unemployment insurance policy (Illustration photo).
In the context of economic fluctuations and the labor market tending to differentiate after the pandemic, unemployment insurance (UI) policies are affirming their role as a solid support for workers. The synchronous, flexible and humane implementation of UI policies not only helps workers overcome immediate difficulties, but also creates conditions for them to soon stabilize their lives and return to the labor market proactively.
"Lifebuoy"
For unemployed workers, unemployment insurance benefits are not simply temporary financial support, but are actually a “lifeline” to prevent them from falling into poverty, helping them maintain their lives and find new job opportunities.
Ms. Le Thi Mai in Ham Rong Ward, who used to work as an accountant for a garment company, shared: “When the company cut staff, I was extremely confused. But thanks to timely guidance from the Provincial Employment Service Center, I received unemployment benefits for 3 months, then was introduced to an applied accounting course and found a new job at a furniture company, with a salary even higher than before.”
The story of Mr. Pham Van Dinh in Yen Dinh commune is a clear example. After being laid off because the transport company where he worked reduced orders at the end of 2023, he received nearly 14 million VND in unemployment insurance benefits for 4 months. In particular, he was also supported to learn auto repair and is currently operating a small workshop in his hometown.
Not only that, many workers receiving unemployment insurance also have the opportunity to learn new skills, expand their skills and change careers. A typical example is Ms. Tran Thi Hanh in Hoang Hoa commune, who used to be an electronics assembly worker but lost her job due to the restructuring of the company's production. Instead of being disappointed, she registered to learn bartending through the provincial Employment Service Center. Currently, she has opened a small coffee shop right at home, not only earning income, but also creating jobs for two other people in the neighborhood. "I didn't expect that unemployment would be the "push" for me to start doing what I really love," Ms. Hanh said.
It can be seen that the unemployment insurance policy has been bringing about a dual effect: timely economic support and promoting the adaptability of workers in the context of market fluctuations. With subsidies ranging from 2 to 4 million VND/month depending on the insurance payment period, along with career counseling packages, free job referrals and vocational training, thousands of workers have had a solid foundation in their journey to establish themselves and their careers.
The "key" to spreading humane policies
From real stories, it can be seen that unemployment insurance is not only a temporary source of financial support, but also a "springboard" to help workers change their career, learn more skills and find job opportunities again. With flexibility in receiving, paying and supporting vocational training, unemployment insurance policy is gradually becoming a reliable support, contributing to ensuring social security and creating motivation for workers to proactively adapt to changes in the market.
Workers come to learn about employment information and unemployment insurance policies at the Thanh Hoa Provincial Employment Service Center.
To bring the unemployment insurance policy closer to the people, the Provincial Employment Service Center has proactively developed a specific annual communication plan and organized its implementation methodically. The propaganda work is carried out in many diverse forms such as: distributing leaflets at job fairs, businesses, and centers; hanging propaganda posters locally; posting news and articles in newspapers and the center's electronic information portal; consulting and answering questions via phone, email, fanpage, zalo. In addition, the center also makes permanent information boards, clearly posts administrative procedures at the headquarters, prints documents and guides and distributes them directly to workers...
Thanks to the synchronous implementation of solutions, in the first 6 months of 2025, the whole province had 432,559 people participating in unemployment insurance, reaching 97.91% of the plan and increasing by more than 11.5% over the same period in 2024. Of which, 8,337 workers were issued decisions to receive unemployment benefits. Achieving the above results is thanks to the drastic and flexible direction of all levels and sectors and the efforts of the employment service center system. Unemployment insurance policies are regularly updated, procedures are improved, file processing time is shortened, information technology is applied in submission - receipt - settlement, creating maximum convenience for workers.
However, there are still some workers, especially informal and seasonal workers, who are not interested in unemployment insurance. Some businesses have not proactively registered their workers for unemployment insurance, causing them to lose their benefits when they are laid off. Propaganda work in some localities is still in a formal manner...
Unemployment insurance policy is not simply a payment tool, but is gradually becoming a strategic part in human development and building a sustainable labor market. With the drastic participation of all levels, sectors and the workers themselves, unemployment insurance is truly a solid “shield” against socio-economic fluctuations.
