Ms. Le Thi Mai, residing in Ham Rong ward, who previously worked as an accountant for a garment company, shared: “When the company downsized, I was extremely worried. But thanks to timely guidance from the Provincial Employment Service Center, I received unemployment benefits for 3 months, then was introduced to an applied accounting course and found a new job at a furniture company, with an even higher salary than before.”
The story of Mr. Pham Van Dinh in Yen Dinh commune is a clear example. After being laid off due to a reduction in orders at the transportation company where he worked at the end of 2023, he received unemployment benefits of nearly 14 million VND for 4 months. Notably, he also received support to learn car repair and is now running a small workshop in his hometown.
Furthermore, in many cases, workers receiving unemployment benefits also have the opportunity to learn new trades, expand their skills, and change careers. A typical example is Ms. Tran Thi Hanh from Hoang Hoa commune, formerly an electronics assembly worker who lost her job due to the company's restructuring. Instead of despair, she enrolled in a bartending course recommended by the Provincial Employment Service Center. Now, she has opened a small coffee shop at home, not only earning an income but also creating jobs for two other people in her neighborhood. "I never imagined that unemployment would be the 'catalyst' for me to start something I truly love," Ms. Hanh said.
It is evident that unemployment insurance policies have been delivering a dual benefit: providing timely economic support and fostering workers' adaptability in a volatile market. With benefits ranging from 2 to 4 million VND per month depending on the insurance contribution period, along with free career counseling, job placement, and vocational training packages, thousands of workers have gained a solid foundation in their journey to establish themselves and build their careers.
The key to spreading humane policies.
From real-life examples, it's clear that unemployment insurance is not just a temporary source of financial support, but also a "stepping stone" to help workers change careers, learn new skills, and find new jobs. With its flexibility in receiving, paying out, and supporting vocational training, unemployment insurance is gradually becoming a reliable support system, contributing to social security and motivating workers to proactively adapt to market changes.

To bring unemployment insurance policies closer to the people, the Provincial Employment Service Center has proactively developed a specific annual communication plan and organized its implementation systematically. The communication efforts are carried out through various forms such as: distributing leaflets at job fairs, businesses, and centers; displaying promotional posters in localities; publishing news and articles in newspapers and on the center's electronic portal; providing advice and answering questions via phone, email, fanpage, and Zalo. In addition, the center also maintains a fixed information board, clearly displays administrative procedures at its headquarters, and prints and distributes application guides directly to workers...
Thanks to the synchronized implementation of various solutions, in the first six months of 2025, the entire province had 432,559 people participating in unemployment insurance, reaching 97.91% of the plan and increasing by more than 11.5% compared to the same period in 2024. Of these, 8,337 workers received unemployment benefits. This achievement is due to the decisive and flexible direction of all levels and sectors, and the efforts of the employment service center system. Unemployment insurance policies are regularly updated, procedures are improved, processing times are shortened, and information technology is applied in the submission, receipt, and processing of applications, creating maximum convenience for workers.
Nevertheless, a segment of the workforce, especially informal and seasonal workers, remains unenthusiastic about unemployment insurance. Some businesses have not proactively registered their employees for unemployment insurance, causing them to lose benefits when they are laid off. In some localities, awareness campaigns remain largely superficial...
Unemployment insurance policy is not simply a payment tool, but is gradually becoming a strategic part of human development and building a sustainable labor market. With the decisive involvement of all levels, sectors, and the workers themselves, unemployment insurance is truly a solid "shield" against socio-economic fluctuations.
