Support for transitioning from lump-sum tax to declaration-based tax.
The shift from a lump-sum tax system to a declaration-based system, coupled with the requirement for electronic invoices and transparent revenue management, poses numerous challenges for household businesses, especially those accustomed to traditional operating methods. Recognizing this, Agribank Tuyen Quang Branch has proactively implemented various support solutions from an early stage, with the motto "walk together - work together - support until the end".
Mr. Le Viet Hai, Head of the Personal Customer Department of Agribank in Tuyen Quang province, said: Instead of waiting for customers to come to us, bank staff have directly gone to the area, approaching each business household to provide advice and guidance. From opening accounts and familiarizing themselves with cashless payment methods to instructing on the use of sales management applications, everything is implemented in a "hands-on" manner. This approach is suitable for the local reality, helping people gradually change their habits and reduce their hesitation when adopting technology.
In addition, Agribank is coordinating the implementation of integrated digital transformation solutions through the VNPAY platform, including sales software, electronic invoices, digital signatures, etc. The services are designed to be simple and easy to use, suitable for small-scale household businesses. Notably, many preferential policies are applied, such as free account opening for households with annual revenue of 500 million VND or more; free use of all digital services for 3 years (until the end of 2028), thereby significantly reducing initial costs.
In reality, the transformation doesn't happen "suddenly," but begins with small changes in daily business habits. For many businesses, switching from manual record-keeping to software-based management, and from cash transactions to electronic payments, is not an easy transition.
Ms. Nguyen Thi Thu Hien, a clothing store owner from Minh Xuan ward, said that previously, management relied mainly on manual record-keeping, making it difficult to control revenue and expenses. With Agribank's advice and support in using sales software and electronic invoices, tracking revenue has become clearer and more transparent, while also saving time in data compilation. In particular, the policy of waiving service fees in the initial phase has given her more peace of mind to adapt to and become familiar with the new business method.
Capital support
Alongside supporting digital transformation, Agribank continues to play its role as the main source of capital for the agricultural and rural sectors and business households. Credit capital is widely deployed, meeting the investment and expansion needs of people's production and business.
Many business households have taken advantage of capital from Agribank to develop their operations in a more diversified and efficient direction. From small retail stores, many households have boldly expanded their scale, added more product lines, and gradually increased their income. When facing difficulties due to natural disasters and epidemics, Agribank has also promptly implemented support policies such as restructuring loan repayment terms and reducing interest rates, helping people reduce financial pressure and quickly recover production.
Mr. Dang Van Hai, from Hong Thai commune, boldly borrowed 200 million VND to invest in building guesthouses to serve community tourism. From a purely agricultural household, his family has gradually shifted to providing services, creating an additional stable source of income.
Despite the prevailing upward trend in interest rates, Agribank continues to maintain preferential credit programs to support its customers. Currently, interest rates for production and business loans are around 6.1% per year; medium and long-term consumer loans are around 8.8% per year. Specific interest rates are applied flexibly, based on each customer and loan plan.
In addition, Agribank focuses on improving credit quality, strictly implementing appraisal, disbursement, and post-loan inspection processes to ensure that capital is used for the right purposes and effectively. As a result, credit activities have both grown and risks have been well controlled.
It is evident that, in the transformation journey of household businesses, Agribank plays not only the role of a "lender," but also a partner, providing support from capital to management solutions. With a flexible and practical approach, Agribank is making a significant contribution to helping the household business sector gradually adapt to new requirements, aiming for transparent, efficient, and sustainable development.
