As reported by the People's Representatives Newspaper, this afternoon, November 18th, at the National Assembly building, the National Assembly Office held the 5th National Emulation Congress, for the period 2025-2030, with the theme "Exemplary implementation of public service culture and office culture, continuing to innovate and create in political tasks".
The Congress reviewed a video assessing the results of the patriotic emulation movement during the 2020-2025 period. The video highlighted the shortcomings and limitations in emulation and reward work over the past five years and set forth goals, directions, and tasks for the next five years.
The Congress also heard presentations from the Digital Transformation Department and the General Affairs Department sharing experiences in emulation movements, building and replicating advanced models, and proposing some solutions to further promote the patriotic emulation movement in the 2025-2030 period.
The congress heard the announcement of the list of delegates attending the National Emulation Congress, which included 7 delegates.

At the Congress, Deputy Head of the National Assembly Office Nguyen Thi Thuy Ngan presented Certificates of Commendation from the Head of the National Assembly Office to 5 collectives with outstanding achievements in the Patriotic Emulation Movement during the 2020-2025 period.
Many exemplary individuals and groups have been discovered, nurtured, and honored.
In his closing remarks at the Congress, the Secretary General of the National Assembly and Head of the National Assembly Office, Le Quang Manh, stated that after a period of diligent, serious, democratic, and responsible work, the 5th National Emulation Congress of the National Assembly Office had successfully completed all the planned agenda items. The lively, frank, and open discussions at the Congress vividly demonstrated the spirit of solidarity, determination for innovation, and aspiration for contribution of the staff, civil servants, and workers throughout the agency.
The speeches at the Congress focused on objectively and comprehensively evaluating the patriotic emulation movement and the awarding of commendations in the past period; sharing good experiences and innovative approaches; and highlighting outstanding results and difficulties that need to be overcome.
The Congress also agreed that the patriotic emulation movement of the National Assembly Office over the past five years has undergone many innovations, becoming increasingly in-depth and closely linked to the political tasks of each department, division, and unit; its practical content and diverse forms have contributed to improving the quality of advice and service for the activities of the National Assembly, the Standing Committee of the National Assembly, and other National Assembly agencies.
Through emulation movements, many exemplary individuals and groups have been discovered, nurtured, and honored. Many effective initiatives and models have been replicated, contributing to building the image of a united, disciplined, and professional National Assembly Office.
The success of the Congress not only marks the conclusion of a period of emulation but also serves as an important starting point for the entire agency to implement the patriotic emulation movement for the 2025-2030 period in a more synchronized, substantive, and effective manner. Based on the reports, discussions, and speeches, the Congress unanimously agreed on the direction, objectives, tasks, and solutions to continue innovating and improving the quality of emulation and commendation in the coming period.
Proactively identify, develop, nurture, and replicate new models.
To ensure that the emulation movement truly becomes a driving force for innovation and improves the quality of advisory and service work, on behalf of the Leadership of the National Assembly Office and the Emulation and Commendation Council of the National Assembly Office, the Secretary General of the National Assembly and Head of the National Assembly Office, Le Quang Manh, launched the emulation movement for the period 2025-2030 with the theme: "Promoting the strength of solidarity, strengthening innovation, competing to accelerate digital transformation, determined to overcome all difficulties and challenges, striving to comprehensively complete all political tasks in the period 2025-2030". This will focus on several key areas.
Firstly , we must continue to thoroughly understand President Ho Chi Minh 's ideology on patriotic emulation, transforming the spirit of emulation into concrete actions in every daily task. Each movement and each emulation target must be closely linked to the key tasks of each unit, especially those with high demands, tasks requiring deadlines, and those that directly impact the activities of the National Assembly, the Standing Committee of the National Assembly, and other National Assembly agencies.

Secondly , proactively identify, develop, nurture, and replicate new models, best practices, and effective initiatives from the grassroots level. Units need to effectively conduct preliminary and final reviews of the movement, promptly draw lessons learned, refine mechanisms and evaluation criteria, and ensure that emulation and reward work is truly based on actual results and contributions; rewarding the right people, for the right work, at the right time, and resolutely overcoming manifestations of formalism and superficial achievements.
Thirdly , strengthen the exemplary role and responsibility of Party committees and unit leaders in emulation movements. Along with building a united, disciplined, and professional working environment, it is necessary to prioritize inspection and supervision, promptly identifying and resolving difficulties and obstacles. At the same time, propose improvements to mechanisms and policies related to emulation and reward to suit new requirements; encourage innovation, creativity, and a willingness to think, act, and take responsibility for the common good.
Fourth , strengthen propaganda and exemplary conduct, regularly introducing and disseminating examples of good people and good deeds, outstanding collectives and individuals, and effective initiatives and solutions throughout the agency. Enhance the application of information technology and internal communication channels so that the emulation movement is truly vibrant in public service life. Through this, every official, civil servant, and employee will clearly see their role, responsibility, and pride in participating in the movement.

Fifth , ensure that all political tasks of the agency are linked to the requirements of emulation. Each program and work plan of the unit needs to clearly define the goals, targets, and criteria for emulation. Each advisory and service product must demonstrate a spirit of innovation, quality, and efficiency. Emulation must become a direct driving force to promote the improvement of advisory quality to serve legislative activities, supervision, and decision-making on important national issues; promote digital transformation and administrative reform to build a professional and modern National Assembly Office, meeting the requirements of development in the coming period.
