After 35 days of serious, democratic, and highly responsible work, with a spirit of innovation, careful preparation, scientific arrangement, and high concentration, the 9th session of the 15th National Assembly has completed all the contents and programs set out.
The National Assembly Chairman stated that at this session, the National Assembly reviewed, commented on and decided on a very large volume of work of historical significance, with many important contents, closely linked to the requirements of innovation, institutional improvement, and streamlining of the apparatus, which were followed by voters and people with excitement, expectation and high consensus.
This is the session with the largest volume of legislative content ever; the spirit of "running and lining up at the same time" still ensures order, caution, discipline, compliance with legal regulations and efficiency.
The National Assembly passed 34 laws, accounting for 52.3% of the total number of laws promulgated at the 17 sessions of the 15th tenure; the National Assembly also passed 14 legal resolutions and gave opinions on 6 draft laws.
In particular, the National Assembly discussed and passed the Resolution amending and supplementing a number of articles of the Constitution of the Socialist Republic of Vietnam with the absolute consensus of the National Assembly deputies, along with many synchronous laws and resolutions, creating a legal basis for innovation and arrangement of the two-level local government apparatus.
On this occasion, the National Assembly especially appreciates generations of cadres, civil servants, public employees, soldiers and people in the entire political system, including district-level authorities, who have fulfilled their glorious missions in each locality, contributing to the strong and comprehensive innovation of the country in the new period.
The National Assembly Chairman stated that the results of the 9th session are vivid evidence of the Party's will in line with the people's will, meeting urgent requirements of objective necessity. Many laws and resolutions considered and approved by the National Assembly at this session are implemented according to new regulations of the Law on Promulgation of Legal Documents in 2025, but with the initiative, close coordination, substance and effectiveness between agencies, it has proven the effectiveness of implementing the policy of innovative thinking in law-making.
The success of the session has given us profound lessons about the Party's leadership; lessons about the focus, clarity, strength, and decisive action of state agencies; the proactiveness, determination, steadfastness, solidarity, and unified action of the entire political system; lessons about practicing democracy, listening, professionalism, and quick adaptation to the requirements of innovation.
This is an opportunity to evaluate the staff, only through work can we truly demonstrate our capacity, qualifications and responsibility, especially in difficult times when we are overwhelmed with work; the Party and the State really need staff with innovative thinking and determination to act for the country and the people.
According to comrade Tran Thanh Man, the 9th session is an important milestone in the history of constitutional and legislative work of the 15th National Assembly. The spirit of the Dien Hong conference in the past was demonstrated at the Dien Hong hall today. The decisions and laws passed at this session are revolutionary, initiating fundamental institutional reforms, orienting the tasks for the country's new development stage.
The road ahead is full of difficulties and challenges. The National Assembly will continue to comprehensively innovate, improve its legislative capacity, supervise and decide on important national issues; under the leadership of the Party, the National Assembly will continue to accompany the Government, the Fatherland Front, judicial agencies and the entire political system to effectively implement the Constitution and issued laws and resolutions.
The National Assembly requested the Government, ministries, branches and localities to promptly, seriously, synchronously and effectively implement the laws and resolutions passed by the National Assembly immediately after this session; especially implementing the Resolutions and decisions of the Central and local governments on merging provincial and communal administrative units... officially operating two-level local governments from July 1, 2025.
The National Assembly calls on all compatriots and voters to continue to accompany, supervise and contribute opinions so that the decisions of the National Assembly will soon come into life in a practical, effective and sustainable manner, contributing to the successful implementation of socio-economic development goals, ensuring national defense and security, foreign affairs, building the political system, practicing thrift, preventing corruption, waste and negativity; achieving the highest achievements in celebrating the 80th anniversary of the August Revolution and National Day September 2; 80 years of the first General Election to elect the National Assembly of Vietnam; making the best preparations to organize Party Congresses at all levels, towards the 14th National Congress of the Party and the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.
