National Assembly delegates propose raising allowances for teachers in disadvantaged areas

Agreeing with the need for appropriate remuneration for teachers and school staff, many National Assembly delegates said that there should be differences between regions while balancing the budget.

According to the draft Resolution on specific mechanisms and policies to implement the Resolution of the Politburo on breakthroughs in education and training development, the preferential allowance for teachers in particularly difficult areas according to the roadmap is 100%, other areas is 70%. The general allowance for school staff is 30%.

According to delegate Hoang Van Cuong ( Hanoi delegation), this regulation shows that teachers are truly cared for with specific policies and regimes, not just honored with words, demonstrating consistency in the Party's policies and guidelines and the laws promulgated by the National Assembly.

Mr. Cuong said that having a higher allowance will help teachers have a better income, be more aware of their responsibility to society and people, and devote all their heart and mind to teaching in school.

“I think that increasing the remuneration for teachers is only a small investment of society but brings benefits to hundreds, thousands of students, bringing very high social efficiency. When there is more attention, the requirements of society for teachers must also be higher and the supervision of society on the performance of teachers' duties and responsibilities must also be tighter and deeper. That mechanism will help us form a team of standard teachers which is the decisive factor for the success of the country's education system,” said delegate Hoang Van Cuong.

Sharing the same view, delegate Pham Hung Thang (Ninh Binh delegation) said that this regulation is suitable and in line with the Party's policy as expressed in Resolution No. 71 of the Politburo. However, Mr. Thang said that the regulation that teachers working in disadvantaged areas also receive the same allowances as those in other favorable areas is not fair. Mr. Thang said that in the draft resolution of the National Assembly on a number of breakthrough policies and mechanisms for the work of protecting and taking care of people's health, medical staff in disadvantaged areas receive 100% of the preferential allowances.

“I propose that the drafting agency consider and expand the preferential allowance to include public preschool and primary school teachers working in areas with difficult socio-economic conditions, 100% or higher than 70% to avoid disadvantages for this group,” delegate Pham Hung Thang suggested.

Similar to the school staff, delegate Thang said that applying a 30% preferential allowance to all staff working at public preschools and general education institutions in all regions, without any difference between regions with developed socio-economic conditions, regions with difficult and especially difficult socio-economic conditions, border, island, mountainous ethnic minority regions is unreasonable. According to delegate Pham Hung Thang, it is necessary to stipulate higher preferential allowances for school staff in regions with difficult and especially difficult socio-economic conditions than in other regions.

Besides, delegate Pham Hung Thang also said that it is necessary to clearly identify funding sources and implementation roadmap to ensure the feasibility and sustainability of the policy.

This was also the issue raised by delegate Do Huy Khanh (Dong Nai delegation). Expressing complete agreement with taking care of teachers' lives, delegate Khanh said he was very concerned about the issue of resources. According to Mr. Khanh, raising teachers' salaries must also look at other professions, especially when teachers currently have allowances. Not only the teaching staff and medical staff are working hard, but specialists and commune-level officials also have to stay up all night, keep the lights on until 8 pm but are still waiting until July 1, 2026 to get a salary increase.

Delegate Khanh suggested that the drafting committee should work with the Ministry of Finance to come up with specific and feasible figures and implementation roadmaps. “If we propose but cannot implement them, teachers will just wait and think that we have policies but nothing is achieved. That is what I want to convey,” said delegate Do Huy Khanh.

Also related to the budget issue, delegate Nguyen Thi Tuyet Nga (Quang Tri delegation) said that the 20% budget for education as in the draft resolution is not a breakthrough because this figure has been stipulated in Resolution 37 of the National Assembly in 2004, and has been legalized in the Law on Education.

“We are very understanding and sympathetic because the budget 'cake' is limited and 20% is already a great effort. Therefore, the draft needs to clearly define the financial mechanism, investment mechanism, effective use of resources and cannot only rely on the State budget but must mobilize social resources, diversify social resources,” the Russian delegate suggested./.
