Hanoi urges disbursement of 100% of public investment capital plan in 2025

Accordingly, based on the leadership and direction of the Politburo and the Government, the City People's Committee assigned heads of departments, branches, and sectors, and chairmen of the People's Committees of communes and wards to thoroughly grasp and immediately implement the contents of Conclusion No. 203 KL/TU of the Politburo; Resolution No. 366/NQ-CP of the Government, especially the key tasks and main solutions in the coming time.

At the same time, units strictly implement the new operating principle "Discipline comes first - resources go together - results are the measure"; promote the responsibility of leaders, promote proactiveness, creativity, dare to think, dare to do.

Departments, branches, units, People's Committees of communes and wards strive to disburse 100% of the assigned public investment capital plan for 2025. To do this well, the Department of Finance presides over, reviews, and selects large-scale, meaningful projects and works that meet the conditions to start construction and inaugurate to welcome Party congresses at all levels, towards the 14th National Congress of the Party.

Regarding promoting growth drivers, the Department of Finance presides over and coordinates with the City Statistics Office and relevant units to ensure the 2025 GRDP target of over 8%.

The Department of Industry and Trade and the Department of Tourism focus on renewing traditional growth drivers to promote consumption stimulus programs, connect supply and demand, respond to the campaign "Vietnamese people prioritize using Vietnamese goods"; strengthen tourism links with consumption of OCOP products and local specialties; effectively exploit the international tourist season at the end of the year, Christmas and New Year; prepare well for goods plans to serve the Lunar New Year 2026.

Department of Science and Technology; Hanoi Institute for Socio -Economic Development Research researches to strongly promote digital economy, green economy, and circular economy.

The Department of Finance, the Management Board of Hanoi High-Tech Parks and Industrial Parks and investment promotion units promote solutions to attract investment, especially high-tech FDI projects with advanced management.

Regarding institutional reform, administrative procedures and organizational structure, the City People's Committee Office, the Department of Justice, the Department of Home Affairs, the City Public Administration Service Center and related units strive to complete 100% of administrative procedures related to enterprises online.

Regarding social security and other social fields, the Department of Construction and People's Committees of communes and wards speed up the implementation of social housing investment projects; urge investors of commercial housing projects to fulfill their obligations to build social housing on 20% of the land fund.

The Department of Home Affairs shall preside over and coordinate with localities to effectively implement social security work, grasp the labor and employment situation; proactively prepare to take care of people's lives, especially policy beneficiaries, meritorious people, and poor households during the 2026 Lunar New Year.
