The Government Office has just issued Notice No. 388/TB-VPCP summarizing the conclusions of Deputy Prime Minister Tran Luu Quang at the Standing Committee meeting of the National Traffic Safety Committee.
The announcement stated that in the first nine months of 2023, the socio -economic situation saw many positive changes, and the density of vehicles participating in traffic increased significantly.
However, traffic safety and order continued to be ensured, with traffic accidents decreasing in terms of the number of incidents, deaths, and injuries compared to the same period.
Furthermore, the traffic safety situation still harbors potential risks of becoming more complex; traffic congestion in major cities remains unresolved, and some particularly serious traffic accidents still occur, causing public concern.
The awareness of traffic safety laws among some road users is still poor, and in particular, some officials and civil servants have violated the law and have been strictly dealt with by the authorities.
In light of the above situation, the Deputy Prime Minister requested the Ministry of Public Security, together with the Ministry of Information and Communications and other agencies, units, and localities, to intensify the dissemination (directly and indirectly) of laws on traffic safety.
Widespread dissemination of information through mass media regarding traffic safety violations by citizens, especially violations by officials, civil servants, and public employees (if any).
Previously, the Ministry of Public Security established six task forces, including personnel from the Ministry of Public Security's Office, the Traffic Police Department, the Mobile Police Command, and the Department of Party and Political Work, to coordinate with local police forces in conducting comprehensive inspections and handling cases of traffic safety violations, including drunk driving.
According to the Traffic Police Department, with the spirit of handling violations without exception or forbidden zones, after nearly a month of implementing the plan, 6 task forces of the Ministry of Public Security have handled hundreds of cases of drunk driving violations, including more than 100 cases involving civil servants, public employees, police officers, soldiers, journalists, etc., and have sent violation notices to the agencies of the offending individuals.
Typically, on the evening of September 5th, Task Force No. 2 of the Ministry of Public Security, in coordination with the Traffic Police Department of Hanoi, conducted an inspection and enforcement operation on National Highway 21B in Ha Dong district (Hanoi). They discovered Mr. D.MK, an officer of the Traffic Police and Order Team of Ba Dinh District Police (Hanoi), driving a car with a blood alcohol concentration of 0.275 mg/liter of breath and lacking relevant documents such as a driver's license, vehicle registration, and insurance.
Notably, when committing the violation, Mr. K gave a false name, but the task force later verified it and drew up a report, sending a notification to the Hanoi City Police to direct a review and consideration of disciplinary action against this offending officer.
Subsequently, in the early morning of September 9th, Task Force No. 2, in coordination with the Hanoi City Police, conducted an operation on Tran Khat Chan Street (Hai Ba Trung District, Hanoi) and discovered and recorded a violation by Mr. PXT - an officer of the Hang Bac Ward Police (Hoan Kiem District, Hanoi) - driving a car with a blood alcohol concentration of 0.672 mg/liter of breath.
During the process, Mr. T refused to sign the administrative violation report and the report on violations of police regulations, despite repeated explanations and requests from the task force. In this case, the Traffic Police Department also sent a notification to the Hanoi City Police for consideration and handling.
On the evening of September 14th, Task Force No. 3 of the Ministry of Public Security, in coordination with the Phan Thiet City Police (Binh Thuan province), stopped and inspected a car driven by Mr. CSD and determined that the driver had violated the alcohol limit with a blood alcohol concentration of 0.124 mg/liter of breath.
Upon verification, authorities determined that Mr. D is the Party Secretary of a district in Binh Thuan province. Task Force No. 3 has drawn up a record of administrative violations and sent a notification to Mr. D's workplace for appropriate disciplinary action and reprimand.
In addition to the above cases, the task forces also dealt with many people who violated alcohol limits, including civil servants, public employees, and police officers, such as the Chairman of the People's Committee of a district in Thua Thien Hue, the Chief of the Office of the People's Council of Hai Phong City, the Chief of the Office of the Department of Foreign Affairs of Hai Phong City, and a lieutenant colonel working in Military Region 5…
