The Government Office has just issued Notice No. 388/TB-VPCP on the conclusion of Deputy Prime Minister Tran Luu Quang at the meeting of the Standing Committee of the National Traffic Safety Committee.
The announcement stated that in the first 9 months of 2023, the socio -economic situation had many positive changes, with traffic density increasing.
However, traffic safety and order (TSA) continued to be ensured, traffic accidents (TA) decreased in terms of number of cases, deaths and injuries compared to the same period.
In addition, the traffic safety situation still has the potential to become complicated, traffic congestion in large cities has not been resolved, and some particularly serious traffic accidents still occur, causing public outrage.
The awareness of traffic safety law compliance of a number of traffic participants is not good. Some officials, civil servants and public employees who violated the law have been strictly handled by the authorities.
Faced with the above situation, the Deputy Prime Minister requested the Ministry of Public Security, together with the Ministry of Information and Communications and other agencies, units and localities, to step up the dissemination (directly and indirectly) of laws on traffic safety.
Widely inform the mass media about violations of traffic safety laws by people, especially violations by officials, civil servants, public employees... (if any).
Previously, the Ministry of Public Security established 6 working groups, including forces from the Ministry of Public Security Office, the Traffic Police Department, the Mobile Police Command, the Department of Party and Political Affairs, to coordinate with local police to conduct general inspections and handle violations of traffic order and safety, including alcohol concentration.
According to the Traffic Police Department, with the spirit of handling without exception and without restricted areas, after nearly 1 month of implementing the plan, 6 working groups of the Ministry of Public Security have handled hundreds of cases of alcohol concentration violations, including more than 100 cases of civil servants, public employees, police, soldiers, journalists... and have sent violation notices to the agencies of the violators.
Typically, on the evening of September 5, Working Group No. 2 of the Ministry of Public Security coordinated with the Traffic Police Department of Hanoi Police to inspect and handle the situation on National Highway 21B through Ha Dong District (Hanoi) and discovered Mr. D.MK - an officer of the Traffic Police - Order Team of Ba Dinh District Police (Hanoi), driving a car with an alcohol concentration of 0.275 mg/liter of breath and without relevant documents such as driver's license, registration, and insurance.
Notably, when violating, Mr. K gave a wrong name, but then the working group verified and made a record, sending a notice to Hanoi City Police to direct the review and consider handling this violating officer.
Then, in the early morning of September 9, Working Group No. 2 continued to coordinate with Hanoi City Police on duty at Tran Khat Chan Street (Hai Ba Trung District, Hanoi) to discover and make a record of Mr. PXT - an officer of Hang Bac Ward Police (Hoan Kiem District, Hanoi) - driving a car with an alcohol concentration of 0.672 mg/liter of breath.
During the handling process, Mr. T did not comply with signing the administrative violation record and the violation record of the People's Police Order, although the working group explained and requested many times. In this case, the Traffic Police Department also sent a notice to the Hanoi City Police for consideration and handling.
On the evening of September 14, Task Force No. 3 of the Ministry of Public Security coordinated with Phan Thiet City Police (Binh Thuan) to stop and inspect the car driven by Mr. CSD and determined that the driver had a blood alcohol concentration of 0.124 mg/liter of breath.
Through verification, the authorities identified Mr. D as the Secretary of the District Party Committee of a district in Binh Thuan. Task Force No. 3 drew up a record of administrative violations and sent a notice to Mr. D's workplace for disciplinary action and review.
In addition to the above cases, the working groups also handled many people who violated alcohol concentration, including civil servants, public employees, police officers... such as the Chairman of the People's Committee of a district in Thua Thien - Hue, the Chief of Office of the People's Council of Hai Phong City, the Chief of Office of the Department of Foreign Affairs of Hai Phong City, a lieutenant colonel working in Military Region 5...
