On the morning of November 6, comrade Nguyen Van Gau - Member of the Party Central Committee, Secretary of the Provincial Party Committee worked with the Standing Committee of Yen Dung District Party Committee on the implementation of political tasks in 2024; results of the implementation of administrative unit arrangement; preparations for the Party Congresses at all levels for the 2025-2030 term in the District Party Committee.
Attending the meeting were members of the Provincial Party Committee: Mai Son - Acting Chairman of the Provincial People's Committee; Lam Thi Huong Thanh - Permanent Vice Chairman of the Provincial People's Council; Tong Ngoc Bac - Head of the Provincial Party Committee's Organization Committee; Nguyen Viet Oanh - Head of the Provincial Party Committee's Propaganda Department; Nguyen Thi Huong - Head of the Provincial Party Committee's Inspection Committee; Colonel Pham Van Tao - Commander of the Provincial Military Command; Colonel Nguyen Quoc Toan - Director of the Provincial Police. Also attending were comrade Dinh Duc Canh - Chairman of the Provincial Fatherland Front Committee; leaders of provincial departments, branches and units.
Basically achieved and exceeded 16/16 targets of the District Party Congress Resolution.
Yen Dung district has 16 communes, 02 towns; 129 villages and 30 residential groups. The district Party Committee has 39 grassroots party organizations including: 23 grassroots party committees; 16 grassroots party cells, with a total of 7,451 party members.
In the past time, the District Party Executive Committee and the District Party Committee have focused on leading, directing, and implementing the Resolution of the 22nd District Party Congress resolutely, synchronously, and creatively, achieving important and comprehensive results in all fields. Up to now, the district has basically achieved and exceeded 16/16 targets of the Resolution of the District Party Congress for the 2020-2025 term.
In the first 10 months of 2024, the district's production value growth rate reached 18.36%. The total industrial production value in the area is estimated at over 16,600 billion VND, an increase of 20.69% over the same period. Total budget revenue (up to September 15, 2024), is estimated at 1,460 billion VND, reaching 132% of the province's assigned estimate. The district continues to maintain the implementation of 33 model fields for quality rice production, with a total area of over 1,100 hectares; 10 safe vegetable production areas according to VietGap standards with a production area of over 160 hectares; 54 high-tech agricultural production models with a total area of net houses and membrane houses of over 16 hectares. The work of building new rural areas (NTM) has been promoted, focusing on directing the maintenance and improvement of the quality of the criteria of advanced NTM communes, model NTM communes, and model NTM villages.
Regarding the implementation of Resolution No. 1191/NQ-UBTVQH15 dated September 28, 2024 of the National Assembly Standing Committee on the arrangement of district- and commune-level administrative units in Bac Giang province in the period of 2023-2025, Yen Dung district is merged into Bac Giang city; Lao Ho commune is merged into Tan An town; 07 communes and towns are upgraded to wards: Noi Hoang, Tien Phong, Nham Bien, Canh Thuy, Huong Gian, Tan An, Tan Lieu; the new administrative unit apparatus will operate from January 1, 2025.
To implement, the Standing Committee of Yen Dung District Party Committee coordinated with the Standing Committee of Bac Giang City Party Committee to issue a Program for coordination in implementing Resolution No. 1191/NQUBTVQH15. Through understanding the situation of cadres, party members and people, public opinion agreed to implement the plan to arrange administrative units, rearrange administrative units at the district level and develop urban areas in Bac Giang province in the period of 2022-2025.
Regarding the preparation for the Party Congresses at all levels for the 2025-2030 term, the district has implemented Directive No. 35-CT/TW dated June 14, 2024 of the Politburo on Party Congresses at all levels towards the 14th National Party Congress and the direction of the Provincial Party Committee in Plan No. 139-KH/TU dated July 17, 2024. The District Party Committee has proactively focused on leading, directing, and implementing the Politburo's Directive, leadership documents, and directions of the Provincial Party Committee to party organizations for implementation.
At the grassroots level, the District Party Committee has directed 100% of the branches and grassroots Party Committees to develop a Congress plan and establish units to assist the Congress. Develop an outline for the political report and review report. Direct the review of the planning of the Party Committee, the Party Committee Standing Committee, and key positions to prepare one step in advance for the Congress personnel work for the 2025-2030 term.
The Party Committees of communes and towns direct the Party cells under the congress to combine the work of preparing personnel for the Party cell congress with the preparation of personnel for village and residential group heads for the 2025-2027 term, striving to achieve a rate of 95% or more of village and residential group heads who are Party members.
Discussing at the meeting, delegates focused on clarifying recommendations and proposals of Yen Dung district on the work of arranging the apparatus, staff of civil servants and public employees due to the merger of district- and commune-level administrative units in the province in general and Yen Dung district in particular; arranging veterinary civil servants and public employees; construction progress of Dong Viet Bridge project, removing difficulties and obstacles in traffic projects, compensation for site clearance; handover and receipt of land and environmental records; policies for arranging redundant civil servants and public employees; reviewing assets and equipment; having a plan to handle outstanding construction debts before the merger; ensuring political security, social order and safety in the process of arranging district- and commune-level administrative units; soon having a plan to start construction of the Bac Giang City Police headquarters;...
Regarding the arrangement of civil servants, comrade Nguyen Van Phuong - Deputy Director of the Department of Home Affairs said that Yen Dung district merged with Bac Giang city, there are currently 26 surplus civil servants at the commune level, while Bac Giang city is short of 31 people; accordingly, after the arrangement, Yen Dung district no longer has surplus communal cadres. Regarding agricultural extension and veterinary staff, there are 21 people left, after review, 1 person retired, 4 people are not qualified, the remaining 16 comrades have reasonable arrangements.
Speaking at the meeting, Comrade Mai Son - Acting Chairman of the Provincial People's Committee clarified some contents related to the recommendations and proposals of Yen Dung district. He agreed with the proposal that the province pay attention to prioritizing investment in building technical infrastructure and social infrastructure to develop urban space, ensuring more convenient connection between the existing Bac Giang city space and the expanded area of Yen Dung district. Preserve, embellish and promote the value of the special national relic Vinh Nghiem pagoda. Pay attention to leadership and direction in the work of arranging the organization, staff, civil servants and employees when merging. Agree with assets, equipment and working tools of agencies and units under Yen Dung district after handing over to the new Luc Ngan district, if there is any surplus, it will be handed over to the communes and towns of Yen Dung district for management and use, avoiding waste.
He also suggested that Yen Dung district should focus on leading and directing the implementation of the plan to rearrange public service units during this time; strengthen propaganda and do a good job of ideological work in rearranging the staff. Strictly maintain working regulations from the district level to the grassroots level; strengthen inspection of public services.
Regarding the removal of difficulties and obstacles related to site clearance at the 6-way intersection, Dong Phuc commune, and the resettlement area (belonging to the Dong Viet Bridge Project and the road leading to the bridge), he said that the province has paid attention to directing and focusing on solutions, and assigned Yen Dung district to preside over and coordinate with relevant sectors and units to urgently come up with solutions and plans to speed up the project's progress.
Promote the highest spirit of solidarity, determination and effort to carry out tasks
Concluding the working session, Provincial Party Secretary Nguyen Van Gau acknowledged and highly appreciated the results that the Party Committee and People of Yen Dung district have achieved in the past time.
He emphasized that from now until the end of 2024 is an important time, contributing to the successful implementation of the Resolution of the Party Congresses at all levels in the Provincial Party Committee for the 2020-2025 term, especially for Yen Dung district, it is the time of transfer and merger of administrative units. He requested Yen Dung district to promote the highest spirit of solidarity, determination, and efforts to carry out the tasks. In the condition that there is not much time left, he requested Yen Dung district to focus on 3 key tasks in the coming time.
Firstly, for the targets and tasks set out in the 2024 plan, focus on leadership to complete the targets set out in all aspects of work. Continue to lead the implementation of socio-economic targets. Implement the tasks of developing education, health, culture and society; pay attention to improving the material and spiritual life of the people, organize the National Great Unity Day well, implement social security policies well, complete support for the construction and repair of temporary houses, dilapidated houses for poor households, near-poor households and people with meritorious services according to plan; focus on mobilizing resources to implement and overcome the damage caused by storm No. 3 in the district.
Regarding the preparation for Party Congresses at all levels, continue to assign members of the Standing Committee of the District Party Committee and District Party Committee members to direct and urge the subordinate Party Cells and Committees to carefully prepare documents to ensure quality, pay attention to the system of development indicators for Party Committees expected to develop into wards when merging into the city; carefully prepare personnel to organize model congresses and grassroots congresses on schedule in accordance with the spirit of Directive No. 35-CT/TW of the Politburo, Plan No. 139-KH/TU of the Provincial Party Committee Executive Committee and regulations and guidelines of the Central and the province.
Second, focus on the task of removing difficulties and obstacles to continue implementing and speeding up the progress of the Dong Viet Bridge construction project and the approach road. Assign the Party Committee of the Provincial People's Committee to preside over and take responsibility for leading the implementation with the Standing Committee of the Yen Dung District Party Committee. Make the most of the time to implement the project, with the common spirit of completing the project, not wasting investment.
Third, focus on leading and directing the completion of tasks related to the merger of public service units according to the Resolution of the National Assembly Standing Committee; focus on resolving outstanding issues, completing documents and procedures to serve the handover of work and tasks before the merger and transfer. In particular, actively propagandize, grasp the situation and thoughts of the staff, do a good job of ideological work, mobilize to create unity and consensus in the arrangement of staff as well as the arrangement of public service units.
Recently, the Provincial Party Committee has directed the Provincial People's Council to review and promulgate mechanisms and policies to support cadres working in Luc Ngan; calculate criteria and standards for the organization, merge departments and units, and arrange cadres. Worked to resolve difficulties and propose plans for the office of Chu town and the new Luc Ngan district; directed to have plans to support cadres to stabilize their lives and work, and feel secure in their work. Do a good job of ideological work so that cadres are ready to accept their tasks in Bac Giang city, Chu town, or the new Luc Ngan district.
Closely follow the direction of the Party Committee of the Provincial People's Committee and the Provincial Party Committee's Organization Committee to coordinate with the Standing Committee of the City Party Committee in developing a plan to arrange the staff to ensure consensus. Closely follow the direction and guidance of the Party Committee of the Provincial People's Committee and specialized departments and branches of the province to make detailed statistics of public assets, facilities, and working equipment. As a basis for handing over assets to Bac Giang city or transferring them to Chu town and the new Luc Ngan district. Absolutely do not let equipment and assets be lost or stolen.
Strictly manage and fully compile work records, especially records related to personnel work, party members, personnel records, land management records, mineral resources; strictly manage all types of seals, avoid taking advantage of loopholes to use them illegally, for the wrong purpose, or against regulations. Strengthen state management of land, environmental resources, construction, and urban areas. Do not allow violations to be taken advantage of, or legalize violations before merging into the city. In case of violations, errors, later in the inspection and examination process, we will continue to retroactively investigate and assign responsibility to the comrades involved.
The working time of the Executive Committee, the Standing Committee of the District Party Committee and the agencies of Yen Dung District is not much left. Therefore, the Provincial Party Secretary hopes that comrades will promote the spirit of solidarity, determination, and efforts to complete the tasks of 2024, and prepare well the mindset and necessary conditions to enter the new working period./.
