
On July 31, Lam Dong Provincial People's Committee held a working session with representatives of Deo Ca Group and related units on the implementation status of the Tan Phu - Bao Loc expressway project.
Accordingly, the Tan Phu - Bao Loc expressway project was approved by the Lam Dong Provincial People's Committee in early June with a total investment of nearly 18,000 billion VND. This expressway starts in Tan Phu district (old), Dong Nai province, and ends in Bao Loc city (old), Lam Dong province.
Tan Phu - Bao Loc Expressway has a total length of 65.88km. Of which, the section in Dong Nai province is 11.91km long, the section in Lam Dong province is 53.97km long.
Tan Phu - Bao Loc Expressway is designed with a 22m wide roadbed, 4 lanes, and is expected to be completed and put into operation by the end of 2027.
At the meeting, Mr. Nguyen Thanh Chuong, representative of Lam Dong Traffic Works Management Board, said that the project is currently facing difficulties in marking and clearing the site.
Some communes and wards where the project passes have not yet carried out procedures to determine specific land prices for compensation and site clearance. The regional project management boards that are investors in resettlement projects do not have appointment decisions or seals to handle work according to their authority.
According to a representative of the Lam Dong Traffic Works Management Board, due to some problems, the authorities have not yet transferred nearly 420 billion VND to Dong Nai province to carry out compensation, site clearance, and resettlement for the project.
Mr. Le Quynh Mai, Vice Chairman of the Board of Directors of Deo Ca Group, representative of the consortium of investors proposing the project, said that due to some changes, the Tan Phu - Bao Loc expressway project only has this group participating.
The Tan Phu - Bao Loc expressway passes through mountainous terrain, with a high total investment. Therefore, the project's payback period is nearly 24 years, longer than other expressways. Representatives of Deo Ca Group proposed that the authorities adjust the capital ratio from the State budget so that this unit can reduce the payback period to less than 20 years.
At the meeting, Vice Chairman of Lam Dong Provincial People's Committee Nguyen Hong Hai requested Lam Dong Traffic Works Management Board to coordinate with relevant units to carefully review legal procedures and ensure regulations for implementing resettlement areas.
At the same time, he requested this unit to urgently deploy the approval of bidding documents and select investors according to regulations.
Lam Dong provincial leaders also requested departments, branches and sectors of Lam Dong province to coordinate with Deo Ca Group to resolve the proposals of this unit; determine the project land area that overlaps with other planning to report to Lam Dong Provincial People's Committee for resolution.
