In implementing Resolution No. 57-NQ/TW of the Politburo on the development of science, technology, innovation, and national digital transformation, Tho Lap commune has recently focused on leading and directing the promotion of the "Digital Literacy Movement," bringing digital technology closer to the lives of its people.

Recognizing digital transformation as an inevitable trend and a driving force for socio- economic development, the Party Committee and local government have intensified information and communication efforts to raise public awareness of the role and benefits of digital technology. This communication is carried out in diverse ways, including through the public address system, the electronic information portal, social media platforms such as Zalo and Facebook, Party branch meetings, group activities, and a team of grassroots communicators.
Along with investing in infrastructure upgrades and enhancing the digital capacity of officials and civil servants, the commune assigns each agency, unit, and organization to be responsible for specific tasks in implementing the "Digital Literacy Movement." Political and social organizations are stepping up propaganda about the benefits of digital transformation, online public services, e-commerce, and the use of digital signatures... down to the village and residential area levels. The content of digital transformation is also integrated into Party branch meetings and community activities to raise awareness among officials, Party members, and the people.
Thanks to intensified public awareness campaigns, many people have gradually changed their habits, proactively using smartphones to search for information, make online payments, and access digital services that serve their lives. Tasks that were once considered difficult for rural residents are now becoming commonplace in many villages throughout the commune.
To date, 100% of the villages in the commune have established community digital technology teams. These teams regularly assist residents in installing and using essential digital applications such as online electricity and water bill payments, registering for public service accounts, telemedicine applications, and administrative procedure lookups. This helps people save time and money and gradually develop digital living skills.
Competing in digital transformation and reducing information poverty.
In addition to focusing on improving digital skills for its residents, Tho Lap commune has also launched a widespread digital transformation emulation movement with the motto "Every official and Party member is a key figure in digital transformation." Accordingly, 100% of officials and Party members participate in supporting people in using smartphones, cashless payments, and carrying out administrative procedures online.
The "Digital Family" model is also being effectively implemented in many villages, aiming for each family to have at least one member proficient in digital skills to support relatives. This model not only helps spread technological knowledge but also contributes to bridging the digital divide between generations in the community.
In the field of education, schools in the commune have organized numerous thematic sessions on digital skills and digital safety for junior high school students. The content focuses on safe internet usage, identifying harmful and toxic information, preventing risks in cyberspace, and effectively utilizing online learning platforms. This is considered an important preparatory step to help the younger generation adapt to the digital society.
In addition, Tho Lap commune directed agencies and units to directly guide people on how to create accounts and carry out administrative procedures electronically. The electronic one-stop service software system and online public services continue to be maintained, initially yielding clear results and contributing to improving the quality of service for the people.
In the development of the digital economy, the application of digital technology in business and transactions is also gradually expanding. People are more proactive in cashless payments, promoting products, and accessing e-commerce platforms, creating favorable conditions for production and business.
From the "Digital Literacy Movement," digital technology is gradually becoming a practical tool serving the learning, work, production, and daily lives of the people of Tho Lap commune. In the coming time, the commune will continue to improve its digital infrastructure, enhance the quality of its human resources, and promote the application of information technology in various fields, contributing to the building of a digital government, digital economy, and digital society, and promoting sustainable socio-economic development of the locality.
