According to the People's Committee of Binh Dinh province, using seaplanes is more optimal than helicopters or ground aircraft in terms of takeoff and landing areas as well as fuel availability.
On October 30th, the People's Committee of Binh Dinh province announced that it had sent a document to the Ministry of Transport requesting guidance on piloting seaplane operations at sea.

According to the People's Committee of Binh Dinh province, the province has recently received proposals from Aron Flying Ship Co., Ltd., SMBL Co., Ltd. (with signed investment research agreements), and Nam Viet Real Estate Joint Stock Company, suggesting the use of the M80 seaplane for combined search and rescue operations at sea and transporting tourists to nearshore islands. This aircraft has a payload capacity of 3.1 tons, a carrying capacity of 1.2 tons, a maximum carrying capacity of 8 people (including 2 pilots), a maximum flight speed of 200 km/h, and a sea speed of 54 nautical miles/hour (approximately 100 km/h).
"The use of seaplanes is more optimal than helicopters or ground aircraft in terms of takeoff and landing areas, size characteristics, and fuel capacity," the document states.
According to the document, the People's Committee of Binh Dinh province requested the Ministry of Transport to provide specific guidance on the types of seaplanes permitted for use in Vietnam and the procedures for registering and licensing the use of M80 seaplanes for transporting tourists in Binh Dinh province.
According to the leaders of the Binh Dinh Provincial People's Committee, currently there is no suitable means of transportation to fully explore the natural beauty of Binh Dinh's coastal areas, as well as to facilitate convenient and quick travel between tourist destinations. Therefore, developing seaplane services for tourism is a groundbreaking new direction, creating a unique highlight for the province's tourism industry.
