In 2024, with the involvement of the entire political system, Binh Lieu district successfully achieved and surpassed many important targets. Entering the final year of its term, with many opportunities intertwined with difficulties and challenges, the Party committees, government, and people of the district are determined to unite and work together to implement the province's 2025 work theme: "Breakthrough in economic development, creating momentum for the new term."
In 2024, Binh Lieu district's economic growth reached over 13.5%. The economic structure continued to shift towards increasing the proportion of the service sector. Specifically, the value of production in this sector reached approximately 1,600 billion VND; the total number of tourists reached 230,000, a 46% increase compared to 2023, generating 200 billion VND in revenue; and the total import-export turnover reached 102.5 million USD, equivalent to 100.49% of the plan. In 2025, the district aims to focus on strongly developing the service sector, which will increasingly play a leading role (accounting for nearly 54%), linking tourism development with the development of the border economic zone; striving to reach 500,000 tourists, including approximately 20,000 international tourists.
The district will focus its efforts on implementing the Sustainable Tourism Development Project linked to poverty reduction and socio-economic development of the district until 2030; Resolution No. 13 of the District Party Committee "On the development of tourism in Binh Lieu district until 2025, with orientation to 2030", with several orientations: Making the people the main actors in the development and beneficiaries of the development of unique tourism in the mountainous and border region of Binh Lieu; researching solutions to promote cooperation and develop cross-border tourism with Fangcheng District (China); developing the international tourism market to attract tourists to the area. The district will also flexibly apply mechanisms and policies to attract and create favorable conditions for businesses to invest in infrastructure and develop services at tourist destinations; gradually invest in providing high-end resort services to meet the requirements of tourism development; support households in developing homestay tourism…
Along with that, Binh Lieu district continues to uphold the spirit of preserving and promoting the traditional cultural values of ethnic groups in the area as a resource for tourism development. Specifically, it has coordinated with the JICA Office of Japan to complete the project "Enhancing the capacity of ethnic minority communities to participate in tourism development activities"; built and put into operation the Community Tourism Project in Luc Hon commune, the Khe Van waterfall scenic tourism project, the Tay, San Chi, and Dao ethnic cultural villages; developed ethnic sports, ethnic women's football, etc. In particular, it leverages the strengths of provincial-level historical and scenic sites, the Then Tay ritual performances recognized by UNESCO, and focuses on developing OCOP products... to serve sustainable community tourism development.
Through propaganda work and training programs to improve skills and expertise in managing and developing community tourism, people have made many positive changes in their mindset and approach. Ms. Nguyen Hong Thanh, Manager of Hoa Binh Lieu Cooperative (Cao Son village, Hoanh Mo commune), shared: "Thanks to the systematic and focused implementation of the New Rural Development program in the district, we have been able to take advantage of the strengths of the increasingly developed, synchronized, and interconnected transportation and infrastructure system. As a result, we have attracted many tourists to visit and enjoy our services. In the future, we will develop more attractive products to fully exploit the potential of nature, such as clean agricultural experiences, and increase employment for local people."
Furthermore, Binh Lieu district has also identified the need to strongly promote the role of the Hoanh Mo - Dong Trung bilateral border gate to boost border trade and urban development. This includes accelerating investment attraction for the construction of border markets (Dong Van market, Hoanh Mo market); coordinating with relevant departments and agencies to invest in infrastructure in the Hoanh Mo - Dong Van Border Economic Zone according to the plan; attracting investment in the development of commercial infrastructure, shopping centers, supermarkets, convenience stores, and service areas to serve the people and tourists; and promoting trade activities associated with festivals, cultural and tourism events.
Mr. Do Xuan Truong, Vice Chairman of the People's Committee of Binh Lieu District, said: One of the biggest goals for 2025 is to raise people's income to 100 million VND/person. The district will no longer have poor and near-poor households according to the province's multidimensional poverty standard for the 2023-2025 period. To achieve this, it is necessary to continue to leverage the support of the Central Government and the province with resolutions and policies that provide specific support for mountainous, border, and ethnic minority areas to invest in infrastructure systems in a synchronous, modern, interconnected, and comprehensive manner, promoting regional and intra-regional linkages, meeting the requirements of socio-economic development while ensuring national defense and security in the area. At the same time, it is necessary to maximize all local potential and strengths such as rich cultural identity, beautiful nature, and bilateral border gates to develop tourism and border trade.
