Binh Lieu: Focusing on accelerating the progress of construction projects.

Along with focusing on completing investment preparation and commencing new projects, and taking advantage of favorable weather conditions, Binh Lieu district is concentrating on construction and accelerating the completion of projects. The goal is to ensure the disbursement rate meets the provincial directives.

The project to renovate and upgrade the system of 10 flood spillways in Binh Lieu district has completed over 90% of the work.

According to the adjusted and supplementary plan for 2024, the Binh Lieu District Investment and Construction Project Management Board was allocated a total capital plan of over 483 billion VND to implement 13 transitional projects, 32 new projects, and settle accounts for 16 completed projects. By the end of October, the disbursement of funds for completed projects had reached nearly 210 billion VND, equivalent to 47% of the allocated public investment capital plan. Although some projects allocated capital from the beginning of the year, such as provincial budget funds supporting national target programs; funds based on scoring criteria; and provincial funds extended from 2023 to 2024, have achieved disbursement rates of around 60%, the set targets have not yet been met.

According to the analysis by Binh Lieu district, along with land clearance work and the time required to complete investment preparation documents for the commencement of new construction projects, the prolonged rainy weather throughout the year has significantly affected the organization of construction. In particular, besides the impact of typhoon No. 3, from May to the end of August, Binh Lieu district recorded nearly 10 rainy days.

The renovation and upgrading project for Dong Tam Primary School - Ngan Vang Duoi branch is currently underway.

The renovation and upgrading project of Dong Tam Primary School (Ngan Vang Duoi branch) is one of 32 new construction projects scheduled to start in 2024 in Binh Lieu district, but due to weather conditions, the project has been delayed. Mr. Nguyen Van Thanh, site manager of Hoang Van One-Member Limited Company, the project's contractor, stated: "The project started in July, but at that time, there was prolonged rain in the construction area, and the hilly terrain made it impossible to excavate the foundations for the buildings. After the weather improved, the company resumed construction day and night to compensate for the lost work. We are striving to complete the project on schedule as directed by the investor and Binh Lieu district."

The project to renovate and upgrade the Khe Moi to Khe Tien road in Dong Van commune, Binh Lieu district, will be completed by the end of December 2024.

Regarding new projects that received additional funding from mid-year under the Rural Transport Improvement and Upgrading Scheme for the period 2024-2025, with a vision to 2030, three projects have already completed investment preparation and commenced construction. For example, the project to renovate and upgrade the Khe Moi to Khe Tien road in Dong Van commune has achieved over 50% completion of the road widening (from 3.5m to 6.5m) and over 80% completion of the large culverts. The contractor is striving to complete the asphalt paving and put the project into operation in December 2024.

Projects implementing the Rural Transport Infrastructure Improvement and Upgrade Scheme for the period 2024-2025, with a vision to 2030, will expand roadbeds from 3-4m to 6.5m and asphalt paving.

Mr. Hoang Quoc Hoa, Deputy Director of the Investment and Construction Project Management Board of Binh Lieu District, said: Based on the assessment of subjective and objective reasons in the organization of construction projects and the disbursement progress of public investment capital, the Project Management Board has requested contractors to take advantage of favorable weather conditions to mobilize additional manpower to compensate for the delayed progress. Specifically, for canal and ditch projects, construction should begin immediately when people stop drawing water, and night shifts should be arranged for transportation infrastructure projects.

With favorable weather conditions for construction and the Rural Transport Improvement and Upgrade Project for the period 2024-2025, with a vision to 2030, completing design appraisal, organizing bidding, and commencing construction in late November and early December, the disbursement rate of public investment capital in Binh Lieu district will certainly increase rapidly and ensure compliance with the province's directives.
