Attending the ceremony were Colonel Dinh Bat Van - Commander of the Provincial Military Command; Colonel Nguyen Van An - Political Commissar of the Provincial Military Command; comrades in the Standing Committee of the Party Committee, Head of the Provincial Military Command; Heads of departments and offices of the Provincial Military Command.

Responding to the call of the Vietnam Fatherland Front Committee of Nghe An province, the Provincial Military Command has launched a campaign among all armed forces to support people affected by storm No. 3. For officers and soldiers of the Military Command, they voluntarily donated 1 day of basic salary and non-commissioned officers and soldiers donated 10,000 VND/person.
At the launching ceremony, all officers and soldiers of the Nghe An Provincial Military Command contributed a total of more than 215 million VND. At the same time, the Provincial Military Command requested agencies and units in the entire provincial armed forces to organize a launching ceremony to support people affected by storm No. 3.
The donated money will be presented by the Provincial Military Command in coordination with relevant agencies to the people and families of soldiers who suffered losses and were severely affected by storms and floods.
This is a practical activity promoting the tradition and qualities of "Uncle Ho's soldiers" with the humanity and spirit of "mutual love and support" of the officers and soldiers of Nghe An Provincial Military Command, the solidarity of the nation, contributing with the local Party Committee and government to support people in flood-affected areas to overcome the consequences of natural disasters, spreading the spirit of sharing and joining hands towards the Western region of Nghe An - where many communes and villages are still isolated, people are in a situation of losing their homes, property, and their lives are disrupted after the floods.
