At the conference, Deputy Head of the Central Organizing Committee Nguyen Quang Duong announced Decision No. 1379-QDNS/TU dated July 17, 2024 of the Politburo. Accordingly, Ms. Bui Thi Minh Hoai, Politburo member, Secretary of the Party Central Committee, Head of the Central Mass Mobilization Commission, ceased participating in the Secretariat, ceased holding the position of Head of the Central Mass Mobilization Commission; was transferred, assigned, and appointed to participate in the Party Executive Committee, the Standing Committee of the City Party Committee, and hold the position of Secretary of the Hanoi City Party Committee for the 2020-2025 term.
At the conference, on behalf of the Politburo, Politburo member and Standing Secretary of the Secretariat Luong Cuong presented the decision to Ms. Bui Thi Minh Hoai.

On May 16, at the 9th Central Conference, 13th term, she was elected by the Central Committee to hold the position of member of the 13th Politburo.
On July 17, she was assigned by the Politburo to hold the position of Secretary of the Hanoi Party Committee.
