Ministry of Public Security raids and destroys gambling den worth tens of billions of dong in Hanoi

On December 10, Lieutenant General To An Xo (spokesman of the Ministry of Public Security ) confirmed to Dan Tri newspaper reporters that the Ministry of Public Security's Investigation Police Agency had prosecuted 11 people for organizing gambling. In addition, 16 other people were prosecuted by authorities for gambling, including many foreigners.

According to authorities, in October 2019, TPT Hanoi Service Co., Ltd. was established, followed by the establishment of Lucas Palace Club.

In March 2022, TPT Hanoi Company appointed Mr. Tran Van Dong as Director. This person rented 2 houses in Yen Hoa Ward (Cau Giay District, Hanoi) for 140 million VND/month to serve as the headquarters of Lucas Palace Club.

Authorities determined that Dao Anh Dung (31 years old) and Tran Xuan Minh (33 years old) directly managed the club's activities. The two suspects discussed and agreed that Dung would manage customers gambling in the form of Poker on the 3rd floor, while Minh would organize Poker tournaments for prizes on the 2nd floor.

Dung gets 60-70% of the profits, Minh gets 30-40%. Since September, the two defendants have divided the profits equally.

To serve customers, Dung and Minh recruited more employees to work in the security, card dealing, and cashier departments.

Specifically, Dang Van Hung (25 years old) was asked to open an account without his name to transfer and receive money to buy and sell chips with gamblers; Le Minh Hoang (31 years old) was tasked with buying and selling chips, at the end of the day counting the chips of gamblers, cutting them for the club, and calculating the profits...

Investigators said that this club has a rule that Vietnamese guests coming to gamble must go through many rounds, while foreign guests will be "approved" immediately to go to the 3rd floor to gamble.

According to the Ministry of Public Security, Lucas Palace Club has thousands of people registering for membership cards to play Poker. Guests who want to gamble must buy chips and choose to gamble in one of the VIP rooms 1, 2 and 3.

During the gambling process, players use purchased chips to bet with each other, each game "cuts" 5% of the total bet amount. When the customer leaves, they exchange the chips with the cashier for cash.

On October 15, the Criminal Police Department's Working Group (Ministry of Public Security) coordinated with the Mobile Police Command and the Criminal Police Department of Hanoi City Police to conduct a surprise inspection of the club and caught many people gambling.

Police seized more than 284,000 chips, equivalent to more than 284 million VND; 2 Poker tables; 2 hard drives; more than 100 decks of cards; 1 box of chips; more than 283 million VND; 400 USD and many other objects and documents serving the purpose of organizing gambling and gambling.

The total amount of money used to gamble in Poker is about 20 billion VND.

The Ministry of Public Security's Investigation Police Agency is expanding the investigation into the case to clarify the behavior of the subjects involved.
