
This is a practical activity aimed at supporting students in coastal areas to improve their computer skills, digital skills, and effectively access the technological environment during the digital transformation era.
The model was implemented to concretize the Party, State, and Army's policy on promoting digital transformation; and at the same time, to respond to the "Digital Literacy Movement," contributing to improving the effectiveness of mass mobilization work in the coastal border area. Through the program, officers and soldiers of the unit directly guide students in basic computer skills such as using computers, word processing, safe internet access, searching for information to support learning, and accessing digital knowledge.
Major Soc Dung, Political Officer of the Vinh Hai Border Guard Station, said that in the context of rapid scientific and technological development, equipping students, especially those in coastal areas facing many difficulties, with digital skills is of great importance. According to him, the model was developed with the desire to create conditions for students to access computers, the internet, and learn how to use digital technology safely and effectively; thereby contributing to improving the quality of learning and expanding opportunities for future development.

According to the plan, classes will be held at the Vinh Hai Border Guard Station from June to the end of September each year, with approximately 20 students per class. Priority will be given to students from poor and near-poor households, ethnic minority students, and those who need to acquire digital skills for their studies. The teaching content will focus on computer skills, data management, internet usage, information searching, and ensuring safety in cyberspace.
A highlight of the program is its motto "Learning goes hand in hand with practice," with a focus on hands-on experience. Officers and soldiers with expertise in information technology will directly guide and mentor students throughout the learning process, helping them quickly access and master basic digital skills.

Thach Vo Lam Tuyen, a student participating in the first class of the model, shared her joy at learning in a new environment and being guided on safe computer and internet usage skills. She believes this will be important preparation for her studies, helping to improve her knowledge and confidence in life. She and her classmates will actively study, practice, and use the internet appropriately, safely, and effectively.
The implementation of the "Vinh Hai Border Guard Station accompanies students in digital transformation" model not only contributes to narrowing the digital divide in education , raising awareness and digital skills for the local youth, but also further affirms the role and responsibility of the Border Guard force in accompanying the Party committee and government in caring for the cause of education and building a solid foundation of public support in the coastal border area of Can Tho city.
It is known that previously, the Can Tho City Border Guard also launched a movement to promote the application of science and technology, innovation, and digital transformation throughout the entire force. The movement aims to create a vibrant competitive atmosphere, fostering the proactive and creative spirit of officers and soldiers in researching and applying science and technology to the task of managing and protecting national border sovereignty and security, and building a strong and comprehensive unit.

According to the launch document, the movement focuses on several key tasks such as raising awareness about digital transformation; building digital agencies, digital units, and digital soldiers in conjunction with the "Digital Popular Education" movement; promoting administrative reform and effectively utilizing digital data; and strengthening the application of technology in management, command, operation, and the performance of military, national defense, and border defense tasks.
In addition, agencies and units will focus on developing high-quality human resources; encouraging scientific research, promoting initiatives and technical improvements; investing in digital infrastructure, and enhancing the capacity for digital transformation and green transformation. The emulation activities will be linked to the movements "Border Guards Emulating Innovation and Digital Transformation," "Digital Literacy for the People," and "Border Guards Accompanying Digital Transformation in Border Areas."
Colonel Huynh Thanh Hung, Political Commissar of the Can Tho City Border Guard Command, requested that Party committees and commanders of agencies and units thoroughly understand the purpose and significance of the movement; concretize it into targets and tasks suitable to the reality of each unit; promote a sense of responsibility and determination to create breakthroughs in the application of science and technology, innovation, and digital transformation. This will contribute to building a revolutionary, regular, elite, and modern Can Tho City Border Guard Command, meeting the requirements of the mission in the new situation.
