On September 25, the Ministry of Education and Training said that recently there has been a lot of inaccurate information related to the arrangement and reorganization of the system of higher education institutions, especially in the Northern region.
Specifically, some websites spread information that the Hanoi University of Science and Technology, Hanoi University of Industry, Electricity, Transport Technology and Mining and Geology will merge into the “National University of Engineering and Technology”. At the same time, another cluster including the National Economics University, Commerce, Foreign Trade, Hanoi Law University and the Academy of Finance is said to merge into the “National University of Economics and Law”.

The Ministry of Education confirmed that this information is false and unverified and asked people to be vigilant, not to share or help spread it.
According to the Ministry, this unit is currently carrying out the task assigned by the Government to develop a project to reorganize the university system. This process is still in the research and assessment phase and no official plan has been finalized.
The policy of restructuring higher education is included in Resolution 71 of the Politburo, requiring early arrangement and streamlining of the public university network, elimination of unnecessary intermediate levels, dissolution of weak schools, and research on merging research institutes into universities. Some facilities may be transferred to local management.
Minister of Education and Training Nguyen Kim Son once emphasized that out of more than 170 universities, about 140 public schools will be reviewed and reorganized – not including schools belonging to the police, military and private sectors.
Many options are being considered, such as transferring schools from ministries and branches to localities; merging local and central schools; or schools belonging to the same ministry or branch. Some schools that are too small and do not have the conditions to develop may be dissolved.
The Ministry is also studying restructuring the system, reducing the number of focal points to increase the quality of training and competitiveness of universities. Each school will have its own scenario, with optimal solutions and possibly including reassigning the leadership team.
