According to a source of Thanh Nien Newspaper, this afternoon, September 25, the Ministry of Education and Training worked with the Government on the plan to merge and reorganize the public university education system. However, there are still many different opinions, and the Government has not yet concluded.

This working session took place in the context of the Government issuing Plan 130 on September 22 on the arrangement of public service units, state-owned enterprises, and organizations within the state administrative system.

The plan states: "Arrange and restructure higher education institutions; merge and dissolve substandard higher education institutions; eliminate intermediate levels, ensure streamlined, unified and effective administration; study the merger of research institutes with higher education institutions, and transfer some universities to local management."

On September 18, at the conference summarizing higher education 2025, the representative of the Ministry of Education and Training also informed that the ministry is researching and implementing Decision No. 452/QD-TTg dated February 27 of the Prime Minister approving the planning of the network of higher education and pedagogical institutions for the period 2021 - 2030; building and implementing a project to arrange and restructure the system of higher education institutions, merging and dissolving substandard higher education institutions.

Minister of Education and Training Nguyen Kim Son said that the university education system will soon undergo a "major restructuring".

The government will not "touch" non-public schools. The public security and military schools will be handled by the Ministry of Public Security and the Ministry of National Defense. The remaining 140 public universities under ministries, branches and localities will have fewer focal points.

Mr. Nguyen Kim Son said: "The direction of the General Secretary and the Prime Minister is to reduce very deeply. Reduce several dozen percent, I will not announce it in a hurry but will have to reduce many units."
